John Hallahan, Director of Business Solutions and Advisory (EMEA) at Fireblocks, said in a video interview that the DTCC’s tokenization service launches at the end of October. “DTCC’s tokenization service is launching at the end of the month,” Hallahan said. “I believe it’s on the 28th.”

Crypto researcher SMQKE posted the video on X, calling it the first public confirmation from a working group participant on the official launch date.

Who Is Involved and What They’re Building

Fireblocks is a primary institutional custody and connectivity layer for digital assets. It supports multi-chain ecosystems, including XRP, XLM, and HBAR. Hallahan confirmed that Fireblocks is actively working with multiple participants in the DTCC program, including Citadel. “We’re working with several of the participants along with Citadel and being ready for that date,” he said.

Citadel’s involvement signals that high-frequency trading firms and major market makers are building infrastructure ahead of the go-live date, not watching from the sidelines.

What the DTCC Actually Does

The Depository Trust and Clearing Corporation processes over $2 quadrillion in securities transactions annually. It is the backbone of U.S. financial market settlement. Bringing tokenized securities onto blockchain rails through an institution of this scale is a significant structural development for traditional finance.

Settlement, Speed, and What Comes After

Tokenized securities on-chain enable atomic settlement, eliminating the T+1 and T+2 delays that currently define equity markets. For institutional market makers, this means real-time collateral management and 24/7 liquidity access.

Hallahan also addressed the timeline beyond the U.S. launch. “For other regions, they’re at varying levels of development,” he said. “But we’d expect, given DTCC working so well in this space, that other regions will start to move quite quickly afterwards.”

Fireblocks’ role as a connectivity layer across multiple chains positions it to bridge institutional participants toward public networks over time. Its existing support for XRP, XLM, and HBAR has drawn attention from communities tracking enterprise blockchain adoption.

Trades Expected From October 28

Hallahan was clear on what to expect after launch. “You’d expect to see some really interesting trades happening from the end of this month,” he said.

With Citadel confirmed as a participant and Fireblocks actively coordinating readiness across the working group, October 28 is shaping up as more than a soft launch. Institutional trades on tokenized securities infrastructure at DTCC scale will be worth watching closely once the service goes live.

Analyst X Finance Bull sees existing infrastructure on the XRP Ledger and Stellar networks as a direct answer to those G20 goals, tweeting that both networks can make international transfers faster and cheaper.

G20 Gives Cross-Border Payments Greater Priority

A speaker featured in a SibosTV discussion described the problems that continue to affect international payments, including high costs, slow processing, limited access, and a lack of transparency. She explained that identifying the sources of these problems has been an important part of the work to improve cross-border transactions.

She also credited the G20 with giving the initiative greater political support. According to her, the G20’s involvement helped push the agenda forward and encouraged participating institutions to work toward measurable improvements.

Global Targets Set Deadlines For Payment Improvements

The Financial Stability Board has set hard deadlines. By the end of 2027, at least 75% of cross-border payments must reach recipients within one hour. Average retail payment costs must fall to no more than 1%.

The targets run through 2030, when the average global cost of sending a $200 remittance is expected to fall to 3% or less.

These goals give banks and payment providers a clear deadline to work toward, with an emphasis on making transfers faster, cheaper, and easier for people to access.

XRP Ledger And Stellar Already Support Payment Activity

X Finance Bull linked the FSB’s targets to the work already taking place on XRP Ledger and Stellar. Both networks offer fast, low-cost transactions, making them relevant to efforts to improve international payments. Several companies are already using technology connected to these networks.

Ripple and Bitso have expanded their relationship around enterprise stablecoin settlement in Latin America, including the US-Mexico payment corridor. Ripple’s published Bitso case study also identifies XRP as a settlement asset in supported payment activity.

In South Korea, Jeonbuk Bank became the first regional bank in the country to deploy Ripple Payments for cross-border remittances. Ripple has also secured regulatory status in the United Kingdom, Luxembourg and Australia.

Stellar has established its own presence in international payments. MoneyGram Ramps connects USDC on Stellar with cash-out services across more than 170 countries. In September 2026, BVNK also integrated Stellar into its global stablecoin payments platform, reporting approximately $39 billion in annualized processing volume.

Liquidity Could Become More Important

X Finance Bull’s broader point concerns the relationship between payment adoption and liquidity. As payment providers expand into more corridors, they may need additional liquidity to support transactions between different currencies. That demand could create more opportunities for assets used to facilitate transfers between payment systems.

X Finance Bull noted that XRP and XLM stand to benefit if their networks attract more payment activity and liquidity demand. Higher transaction volumes alone would not guarantee price gains, though. Adoption rates, liquidity requirements, and actual demand for each asset would all factor in.

Stellar’s path payments feature allows users to send one currency while recipients receive another, with the conversion handled within a single transaction. This capability could become increasingly relevant as stablecoins, tokenized deposits and other digital assets expand across payment networks.

The G20’s targets extend through 2030, while XRP Ledger and Stellar already support payment-related activity. Their ability to attract more institutions, payment providers, and liquidity will help determine how much they contribute to the global effort to make cross-border payments faster, cheaper, and more accessible.

On October 10, 2025, total RWA value distributed on the Stellar network sat at $895,744,932. By October 8, 2026, that figure had climbed to $4,015,300,556. That is a 4.4x increase in one year.

Crypto commentator X Finance Bull shared those numbers with his audience on X and made his position clear: “I think $XLM is going to be explosive.”

What the Data Shows

The growth is visible in the asset composition. A year ago, BENJI dominated the Stellar RWA landscape at $543,686,102, with USDC contributing $240,788,162. Those figures have grown, but they now share the leaderboard with a far wider range of assets.

By October 2026, Spiko Amundi Overnight Swap Fund (EUR) leads at $1,299,078,382. Ondo U.S. Dollar Yield follows at $537,164,588. BENJI holds $531,188,431. VuMe Bond 2030 has entered the picture at $500,000,000. USDC sits at $367,765,226. Assets like SpaceX Bond (Cometum), YLDS, EUR CoinVertible, and multiple Rivool Agriculture Notes now appear on the ledger alongside established names.

The network is not just growing in total value. It is growing in the variety of assets being tokenized and distributed on-chain.

Community Reaction

X Finance Bull asked his audience directly: “Are you still bearish right now?” The responses showed a range of perspectives.

Patrick Patterson acknowledged holding a position but raised a concern about price performance. “Until there is an ETF,” he wrote, “the chances of a substantial run are mitigated exponentially.”

Sheetzy raised a question many retail investors share. “I honestly don’t understand if the RWA value has gone up, why doesn’t the price go up with these tokens,” he wrote.

It is a legitimate observation. RWA growth reflects institutional and enterprise adoption of the network as infrastructure. Token price is driven by different market dynamics, such as retail demand, liquidity, and speculation. The two do not always move together in the short term.

Critical Thinker took a more optimistic stance. “Anyone not investing in these opportunities will regret it,” he wrote. “There is still time to change your financial future.”

The Outlook

X Finance Bull did not stop at the current numbers. He suggested the trajectory points toward “tens of billions in RWAs next.” If the pace of the past year continues, that estimate does not look unreasonable.

Stellar has moved from a network with under $1B in tokenized real-world assets to one sitting above $4B in twelve months. The asset types are diversifying. The institutional names are multiplying.

Whether XLM price follows that growth remains the open question.

The report examines how tokenization could change financial markets as institutions move financial assets and liabilities onto distributed programmable ledgers.

XRP Ledger Appears In IMF Tokenization Data

The IMF report includes a figure titled “Layers of Concentration in Tokenized Market Infrastructure.” The document compares tokenized value across several blockchain networks, such as BNB Chain, Solana, Stellar, and the XRP Ledger.

Including XRP Ledger places it among the networks that the IMF uses to examine the current distribution of tokenized assets.

The report also explains that tokenized assets currently remain concentrated across a small number of blockchain networks and examines the factors that could determine whether tokenization achieves broader adoption.

IMF Identifies Key Requirements For Growth

The IMF identifies legal certainty, regulatory clarity, interoperability, and access to suitable settlement assets as important requirements for the development of tokenized markets.

The report also examines the benefits that blockchain infrastructure can provide, including reduced reconciliation requirements, greater transparency, and more automated financial processing.

The IMF also examines the risks that could increase as tokenized markets expand. Greater interconnectedness between networks and financial institutions could increase exposure to operational, liquidity, and infrastructure risks.

The report therefore calls for stronger monitoring and appropriate safeguards as tokenized markets develop.

SMQKE Points To XRP And XLM

SMQKE’s post focuses on XRP and XLM within the IMF’s tokenization research. The researcher presented the report as institutional documentation of the networks’ position within the developing tokenization sector.

]]> Peter Brandt recently took to X to share a long rant about XRP and four other major assets. He shared his belief in the concept of measured moves, saying targets and objectives aren’t sacred. Charts often fail to deliver what is first identified and morph into something else. That is the foundation of his analysis.

He trades price exclusively and says he “could care less about the fundamentals of XRP or any other coin than BTC.” To XRP fans, he believes his analysis isn’t meant as an offense. “I trade price. Price is all that matters to me.”

XRP Carries the Heaviest Overhead Supply

XRP trades at $1.51 on the weekly chart. Brandt identifies a Cup and Handle on the asset’s chart. On a larger time scale, that same C&H may be forming the right shoulder of a Head and Shoulders pattern. This is the chart change Brandt warns about. One pattern is identified only to turn into something else.

The measured move from the inverted H&S projects to $2.16, derived by applying the height of the formation to the daily closing price. The right shoulder is poorly formed and abbreviated. This would suggest further right shoulder development is likely, but not necessary.

The bigger problem is overhead supply. Brandt says there is “a TON of overhead supply to work through” in XRP and calls it a direct negative. The weekly chart confirms it, with price at $1.51 sitting well below the 2025 high of $3.65.

SOL’s Cup and Handle on a Different Level

Solana trades at $121.06 on the weekly chart. Brandt describes it as showing “a Cup and Handle on a different level than XRP.” The chart shows a multi-year cup with a clear rim near $260, built across the 2021 peak and the 2024-2025 rally. The price is recovering from lows near $75 with less congestion at key resistance levels than XRP carries.

ETH and XLM Both Face Less Overhead Supply

Brandt notes ETH has “massive congestion” but without “the same type of overhead supply that we find in XRP.” Although other analysts have predicted that XRP will dominate ETH, that distinction places ETH in a structurally stronger position than XRP on that measure.

Brandt also flags XLM as carrying overhead supply similar to XRP, but with a different magnitude. That is the extent of the comparison he draws between the two. He has also previously called XLM a good pick for a long-shot bet.

XMR is Brandt’s Clear Favorite

Monero trades at $560.88. Brandt calls it his favorite by far. The weekly chart shows a long-term ascending resistance line from the 2021 high that XMR broke above in 2026. The price has continued higher since. All the overhead supply has been absorbed.

Brandt says it is “clear sailing ahead.” He doesn’t know the fundamental narrative behind XMR but believes he doesn’t need to.

What Separates All Five Assets?

Brandt’s preference comes down to one thing. XMR absorbed its overhead supply. SOL navigates it well. ETH carries congestion but avoids XRP’s specific problem. XLM shares XRP’s burden on a smaller scale. XRP carries the most of any asset in this comparison.

Crypto commentator X Finance Bull pointed to a Deloitte interview with Roy Ben-Hur, who described large U.S. banks moving toward full-scale blockchain capabilities after years of testing and pilot programs.

X Finance Bull said this transition could create a more relevant environment for XRP, XLM and HBAR. He described the three assets as utility-focused cryptocurrencies that have spent years developing infrastructure for financial applications. He connected their potential use cases to 24/7, year-round markets, tokenized deposits, stablecoins, repo markets and collateral optimization.

Ben-Hur said institutions now face the risk of moving too slowly as financial markets adopt these technologies. X Finance Bull emphasized that point and contrasted the current institutional environment with earlier periods when banks primarily tested blockchain through pilots and proof-of-concept projects.

XRP Connects to Tokenized Securities

X Finance Bull pointed to Brazil’s CSD BR as an example of the XRP Ledger entering a live financial environment. He cited the September 29 integration of more than BRL 22 trillion in registered assets, adding that CSD BR connected the public XRP Ledger to BTG Pactual investment-fund shares as an additional record and audit layer.

He emphasized that the integration allows existing regulated infrastructure to remain in place while the XRP Ledger supports additional functions. He identified transparency, asset mobility, settlement and programmability as potential areas where blockchain infrastructure could support traditional financial systems.

X Finance Bull also highlighted RLUSD and USDC as digital cash that can operate natively on the XRP Ledger alongside tokenized financial assets. He explained that this combination could create liquidity routes between different forms of digital value.

He placed particular importance on demand for institutional liquidity. In his view, professional market makers could maintain XRP inventory if financial markets increasingly use XRP to facilitate transactions between tokenized assets and digital currencies.

Stellar Expands Its Institutional Connections

X Finance Bull then turned to Stellar and its connection with U.S. securities infrastructure. He cited the Depository Trust Company’s plans to connect its Tokenization Service with the Stellar public blockchain, with tokenized DTC assets expected to reach the network during the first half of 2027.

He also referenced Franklin Templeton’s BENJI fund and Stellar’s wider network activity. X Finance Bull cited tokenized real-world assets, stablecoin payment volumes and institutional participants as evidence of financial activity already taking place across the ecosystem.

He said XLM supports Stellar through transaction fees, reserve requirements and payment routing. In his view, increased institutional use of Stellar could therefore increase economic activity taking place through the network.

Hedera Targets Institutional Collateral

For HBAR, X Finance Bull focused on collateral optimization. He cited work involving Lloyds Banking Group, Aberdeen Investments and Archax, where participants used tokenized money-market-fund units and tokenized UK government gilts as collateral for FX transactions.

X Finance Bull said that collateral use gives tokenized assets a direct role in financial markets. He also referenced Archax’s tokenized-asset environment, KAIO’s institutional fund infrastructure and Hedera’s participation in Project Acacia.

He said these developments show how financial institutions can use blockchain infrastructure for tokenized securities, stablecoin settlement, collateral management and programmable payments.

Utility Remains the Central Theme

X Finance Bull connected each network to a different part of the developing digital financial system. He linked XRP to liquidity between digital assets and currencies, XLM to regulated asset distribution and payments, and HBAR to institutional tokenization and collateral.

He explained that institutional adoption could drive demand for utility tokens without requiring widespread retail participation. Instead, he focused on financial institutions that need networks, digital cash, settlement systems, collateral, interoperability, and liquidity.

X Finance Bull concluded that Deloitte’s assessment makes it increasingly important to monitor real-world network usage.

The 2018 high reached $0.9381. The 2021 high came in near $0.75. The 2025 high reached approximately $0.65. Each rally failed at a lower level than the previous.

Below the price action, a rising trendline has held as support across the same multi-year period. The asset’s price has returned to that level repeatedly and held. XLM currently sits at $0.23041, near that long-term support line. Brandt is convinced that the long-term trajectory is bullish.

Indicators and Moving Averages

The chart displays two moving averages. The 18-period average sits at $0.23041, and the 8-period average sits at $0.18827. Price is trading between those two levels. A Recurring Cycle

]]> Federal Reserve researchers published a paper titled “Heraclius: A Byzantine Fault Tolerant Database System with Potential for Modern Payments Systems.” Crypto researcher SMQKE resurfaced it and connected it to three specific digital assets: XRP, XLM, and HBAR.

The paper is in the Fed’s Finance and Economics Discussion Series and carries authors from FRB Boston, FRB San Francisco, and FRB NIT. It examines Byzantine Fault Tolerant consensus as the architecture best suited for secure, high-speed payment infrastructure.

The researchers note that a Byzantine fault-tolerant system can process 110,000 transactions per second. SMQKE’s argument is clear. The Fed has validated the consensus model that these assets already run on.

XRP and XLM Share the Same Foundation

The Fed’s paper identifies what it calls “Federated Byzantine Agreement” in Ripple and Stellar. According to the document, “Ripple and Stellar use a federated voting process that is a variant of the Byzantine Fault Tolerance consensus model.”

XRP runs on Ripple’s network. XLM runs on Stellar’s. Both assets sit directly inside the architecture the Fed chose to study. XRP, in particular, has long been positioned as the settlement layer for cross-border institutional payments, making the Fed’s focus on this consensus type especially relevant to its use case.

HBAR’s Position in the Same Architecture

HBAR operates on the Hedera Hashgraph network. Hedera’s own documentation describes its system as “asynchronous Byzantine fault tolerant,” which it calls the “highest level of security for distributed networks.”

The Hashgraph achieves consensus through a gossip protocol combined with a virtual voting algorithm. It does not require heavy electricity usage. The Fed paper’s favorable view of BFT mechanisms strengthens the case for HBAR’s infrastructure credentials alongside XRP and XLM.

SMQKE also noted that ALGO, IOTA, and XDC use the same Byzantine fault-tolerant mechanism.

ISO 20022 Compliance Adds Another Layer

XRP, XLM, and HBAR are all ISO 20022-compliant. ISO 20022 is the international standard for financial messaging. Central banks, payment processors, and financial institutions globally are migrating toward it. The Fed’s preference for BFT consensus, layered on top of ISO 20022 alignment, puts these three assets in a distinct category.

What This Means for Price Growth

The Fed paper does not mention XRP, XLM, or HBAR by name, but it validates the consensus technology they run on. Institutional recognition of BFT infrastructure builds the long-term credibility of assets built on it. XRP’s position as a cross-border settlement tool gives it the most direct exposure to any future Federal Reserve payment integration.

SMQKE concludes that the paper is “a direct confirmation that these assets are positioned as the top choices for future Federal Reserve payment services.”

]]> Crypto researcher SMQKE has identified single-block settlement finality as a key feature that could make XRP and XLM attractive to institutional users.

In a tweet, SMQKE explained that both networks have a characteristic institutions want as financial firms increasingly explore blockchain-based settlement and tokenized assets.

SMQKE based the claim on comments from Ripple’s stablecoin lead, Lauren Berta, who discussed settlement finality during a presentation at TokenizeThis by RedStone. Berta explained why achieving finality within a single block matters for payment companies operating at scale.

“I feel so strongly about this one,” Berta said, explaining that the XRP Ledger offers single-block finality. She connected the feature to institutional applications involving transactions that require both sides of a trade to settle simultaneously.

XRP Ledger Settlement And Institutional Transactions

Berta specifically discussed delivery versus payment, or DVP, which requires asset delivery and its corresponding payment to occur at the same time. She referenced Ripple’s work with Aviva and Franklin Templeton on repo proofs-of-concept, noting that these applications require DVP.

She explained that both parties must sign the transaction before the trade executes simultaneously. In this setting, settlement certainty becomes important because institutions need confidence that a completed transaction will remain final.

Berta contrasted the XRP Ledger and Stellar with proof-of-stake networks where transactions may require multiple confirmations before users consider them fully settled. She acknowledged that the risk of a transaction being overturned becomes extremely low after enough confirmations, but said the additional waiting period creates challenges for businesses operating at scale.

Ripple Executive Explains The Settlement Challenge

Berta also discussed Ripple’s approach to settlement on other blockchain networks through its MintBurn product. She explained that Ripple takes a conservative approach and may wait for 20 blocks before treating a transaction as settled, even when a custody platform such as Fireblocks can be configured to recognize settlement after fewer confirmations.

The difference can create operational delays. Berta said Ripple needs sufficient certainty that it has received the stablecoin before releasing assets from its reserves. She described this process as a major scalability problem because waiting for multiple blocks can make settlement more difficult as transaction volumes increase.

She then identified Stellar and the XRP Ledger as networks with single-block settlement finality.

SMQKE Links Finality To Institutional Adoption

SMQKE used Berta’s comments to support the view that XRP and XLM possess features that could influence institutional blockchain choices. The researcher wrote that the two networks have “exactly what institutions want” and suggested that institutions will consistently choose XRP and XLM because of this capability.

Berta also suggested that blockchain usage could increasingly influence liquidity decisions as the industry matures. She said more mature businesses cannot operate effectively with uncertainty around consensus.

For SMQKE, the comments provide a direct example of how settlement architecture can matter to institutional adoption.
