<p>President Vladimir Putin&#8217;s recent bill <a href="https://iz.ru/1798975/2024-11-29/putin-podpisal-zakon-o-nalogooblozhenii-tcifrovoi-valiuty" target="_blank" rel="noopener">assent </a>represents a strategic move to integrate digital assets into the country&#8217;s formal economic landscape.</p>
<p>The new legislative framework introduces a sophisticated approach to cryptocurrency management, fundamentally transforming how digital assets are perceived and handled within the Russian financial system.</p>
<p>By classifying cryptocurrencies as property under the Internal Revenue Code, the Russian government has created a structured pathway for legal recognition and financial accountability.</p>
<p>Taxation is a critical component of the new regulatory environment, and cryptocurrency mining operations will now face specific tax obligations, with a graduated income tax structure designed to capture the emerging digital economy. <p>According to the <a href="https://www.interfax.ru/business/884559" target="_blank" rel="noopener">report</a>, the new DeFi platform is planned to launch by May 2023.</p>

<p>Going by the United Nations <a href="https://unepfi.org/member/sber/#:~:text=Sberbank%20is%20Russia's%20largest%20bank,with%20a%20179-year%20history." target="_blank" rel="noopener">brief</a>, Sberbank is a majority state-owned bank that is home to one-third of all aggregate banking assets in Russia.</p>
<p>The bank reportedly hopes to begin open testing on the DeFi platform in March and fully open it up by the end of April with the possibility of conducting commercial operations.</p>
<p>The platform’s customers will be able to use the popular non-custodial wallet MetaMask, according to Konstantin Klimenko, Sberbank’s blockchain laboratory product director. Klimenko says he believes DeFi could displace traditional banking.</p>

These severe sanctions come as a punishment for Russia&#8217;s illegal war and aggression against Ukraine.</p>
<p><span style="font-weight: 400;">To curb Russia&#8217;s revenue, place restrictions on its export market as well as deprive the country of European expertise and services, the European Union council rolled out an </span><span style="font-weight: 400;">8-package sanction</span><span style="font-weight: 400;"> against Russia. This development is said to be closely coordinated with other international partners to ensure the desired impact. </span></p>

<h2><strong>Russians Banned From Enjoying Services of European Crypto Companies</strong></h2>
<p><span style="font-weight: 400;">Under one section of the sanctions, the European Union has increased the ban on Russians regarding the usage of </span><a href="https://timestabloid.com/european-parliament-passes-crypto-rules-that-aim-to-ban-self-hosted-wallets/"><span style="font-weight: 400;">cryptocurrency wallets</span></a><span style="font-weight: 400;">, accounts, and custody services offered by European crypto companies. Before now, the crypto prohibition allowed for a Russian crypto wallet to hold about €10,000 ($9,795) in assets on a European licensed exchange or wallet but now it is a total ban. </span></p>
<p><span style="font-weight: 400;">According to the Commission, </span><i><span style="font-weight: 400;">&#8220;the existing prohibitions on crypto assets have been tightened by banning all crypto-asset wallets, accounts, or custody services, irrespective of the amount of the wallet (previously up to €10,000 was allowed).&#8221;</span></i></p>
<p><span style="font-weight: 400;">This implies that henceforth, Russians cannot open accounts with European crypto companies (wallets or exchanges), and can neither store their crypto assets nor enjoy any of their services. <p>This he said in response to a Twitter discussion about the sanctioning of Tornado Cash and the blacklisting of certain wallet addresses by the watchdog agency, OFAC.</p>

<h2><b>Tornado Cash Sanctioned</b></h2>
<p><span style="font-weight: 400;">The crypto mixer was sanctioned on Monday by the United States Department of the Treasury’s Office of Foreign Assets Control (OFAC) for facilitating and technologically supporting cyber crimes and money laundering. </span></p>
<p><span style="font-weight: 400;">So far, crypto hackers have laundered over $7 billion worth of assets using Tornado Cash. Henceforth, U.S. citizens have been banned from using the services of the crypto mixing protocol. </span></p>
<p><span style="font-weight: 400;">While several entities have complied with this action by OFAC, some companies like Coin Center, a similar platform that facilitates crypto lobbying believe that the sanctions may be illegal citing that it goes against the First Amendment of the U.S. Constitution. </span></p>
<p><span style="font-weight: 400;">Meanwhile, the United States-based stablecoin issuer, Circle, has blacklisted all addresses on the OFAC sanction list. In turn, about 75,000 USDC belonging to Tornado users have been locked by Circle.</span></p>

<p>Virtually all Ethereum community members know that Buterin is a Russian-Canadian. Many years ago, His parents moved to Canada to seek a greener pasture.</p>
<h2><strong>Buterin: Giving Russian Citizens a Visa Ban Is Not the Best</strong></h2>
<p>Ethereum co-founder has been <a href="https://timestabloid.com/russian-invades-ukraine-ethereum-co-founder-tweets-in-russian-this-is-a-crime-against-the-ukrainian-and-russian-people/" target="_blank" rel="noopener">continuously condemning</a> the president of Russia Vladimir Putin, since the day the invasion of Ukraine by Russian soldiers began.</p>
<p>Despite his support for Ukraine, he believes that the majority of the citizens of Russia are not in support of the military operation.</p>
<p>There are <a href="https://timestabloid.com/bitcoin-jumps-to-39000-after-u-s-president-joe-biden-imposes-sanction-on-russia/" target="_blank" rel="noopener">sanctions</a> already enacted by the West, which are currently affecting all Russians economically, but Buterin sees Russian visa sanctions by countries as unnecessary. He’s of the opinion that such a decision could kill the dreams of many Russians, especially those who dislike the current war started by their government.</p>
<p>In a statement, the Dutch Ambassador to Russia, Gilles Beschoor Plug, said the embassy made the “tough and sad decision” to suspend visa services after its entire visa section was expelled from the Russian Federation.</p>
<p>A tweet by Visegrád 24 reads: <em>“The Netherlands will stop issuing visas to Russian citizens from April 27. The entire EU should do the same.”</em></p>
<p>In response to the announcement, Buterin said he benefitted from a Western visa 22 years ago, which positively impacted his family.</p>
<p>He said the migration helped his father to start a great business and helped him to grow without the influence of zombie ideology.</p>

<p>Vitalik Buterin has also made it clear in an interview that his love for his country of birth has reduced drastically due to its refusal to stop the ongoing invasion of Ukraine.</p>
<p>Buterin said he had once admired the Russian government, which made him have a conversation with President Vladimir Putin about 5 years ago. However, due to the current situation, he said the <a href="https://timestabloid.com/ethereums-vitalik-buterin-russian-government-is-one-of-my-enemies-now/" target="_blank" rel="noopener">Russian government is one of his enemies</a>.</p>

										<content:encoded><![CDATA[<p>Binance, the largest crypto exchange by trading volume, is implementing stiffer Know Your Customer (KYC) checks for Russian users following the latest European Union sanctions.</p>
<p>In a <a href="https://www.binance.com/en/support/announcement/4887e569afdf4b1e89e024371d3a49b9">blog post</a> today 21st April, Binance stated that it will limit services for “Russian nationals or natural persons residing in Russia, or legal entities established in Russia”, with crypto holdings above €10,000 (about $10,900) following the EU’s fifth package of sanctions. Users in this category will have to complete a proof-of-address check.</p>

<p>The update further added that Russians living outside the country who can verify their address and those within Russia but with less than €10,000 will be unaffected by the changes.</p>
<p>Moreover, Russian nationals and residents whose holdings exceed the threshold and who have open futures and derivatives positions will be given 90 days to close their trades. According to the report, they won’t be allowed to open new positions.</p>
<p>The blog post reads in part:</p>
<p><em>“Accounts that classify under this restriction will be put into withdrawal-only mode. No deposits or trading will be permitted on these accounts. The limit also covers all spot, futures, custody wallets, and staked and earned deposits. In addition, all deposits to accounts for Russian nationals or natural persons residing in Russia, or legal entities established in Russia with over 10,000 EUR will be restricted. </em></p>
<p><em>“Accounts for Russian nationals residing outside Russia, as verified with proof of address, and accounts for Russian nationals or natural persons residing in Russia, or legal entities established in Russia, that remain below a total value of 10,000 EUR, will remain unaffected and active.”</em></p>
<p><em>“</em><em>Russian nationals or natural persons residing in Russia, or legal entities established in Russia, with open Futures/Derivatives positions, and who have crypto account balances that exceed 10,000 EUR will be given 90 days</em><em> to close out their positions. No new positions will be allowed to be added.”</em></p>

<p>Alex Bornyakov, the Deputy Minister of Digital Transformation of Ukraine on IT industry development, has expectedly hailed the changes in a recent Twitter post. He <a href="https://twitter.com/abornyakov/status/1517036429217566722" target="_blank" rel="noopener">wrote</a>, <em>“From April 25, Binance will restrict accounts of those citizens whose balance exceeds €10,000. They will only be able to withdraw funds while trade and deposit options will be blocked. Measures were introduced with regard to the adoption of the fifth package of sanctions.”</em></p>
<p>It should be noted that Binance CEO, Changpeng Zhao, who sees crypto as a terrible method of avoiding sanctions, had once described blocking all Russians from using cryptocurrency exchanges as <a href="https://www.bloomberg.com/news/articles/2022-03-02/biggest-crypto-exchange-says-blocking-all-russians-unethical" target="_blank" rel="noopener">unethical</a>.</p>
<p>In order to seal potential loopholes, the EU banned the provision of high-value crypto services in Russia about two weeks ago. Binance also hopes to see more crypto exchanges implementing similar changes in their services to Russian residents, according to the report.</p>

										<content:encoded><![CDATA[<p>Russians are reportedly making huge moves to liquidate their crypto-asset holdings as they seek safe haven for their fortunes.</p>
<p>As recently reported by CNBC, crypto firms in the United Arab Emirates (UAE) are being overloaded with requests from Russians to liquidate billions of dollars of cryptocurrency.</p>
<p>According to the report, some clients are using crypto to invest in real estate in the UAE, while others are interested in turning their crypto into hard currency and stashing it elsewhere.</p>
<p>The <a href="https://www.cnbc.com/2022/03/11/russians-liquidating-crypto-in-the-uae-to-seek-safe-havens.html" target="_blank" rel="noopener">report</a> read as follows:</p>
<p><em>“One crypto firm has received lots of queries in the past 10 days from Swiss brokers asking to liquidate billions of dollars of bitcoin because their clients are afraid Switzerland will freeze their assets, one executive said, adding that none of the requests had been for less than $2 billion.”</em></p>
<h2><strong>125,000 BTC Sell-Off Request</strong></h2>
<p>According to the report, a crypto firm pointed out that around 5 or 6 requests have been received in the past 2 weeks. As quoted above, none of these requests is for an amount less than $2 billion.</p>
<p>The crypto firm’s executive, who spoke with CNBC sees these queries as unusual. He said his firm normally receives an inquiry for a large transaction once a month.</p>
<p>The executive also made reference of an investor who made a request to liquidate 125,000 BTC.</p>
<p>The executive noted:</p>
<p><em>“We have one guy – I don’t know who he is, but he came through a broker – and they’re like, ‘we want to sell 125,000 bitcoin’. And I’m like, ‘what? That’s $6 billion guys’. And they’re like, ‘yeah, we’re going to send it to a company in Australia’.”</em></p>
<h2><strong>Russians’ Interest in UAE Real Estate on the Increase</strong></h2>
<p>A real estate broker in the UAE also confirmed the new development. He said, <em>“We’ve been seeing a lot of Russians and even Belarusians coming to Dubai and bringing whatever they can bring, even in crypto.”</em></p>
<p>According to the report, a financial source in the UAE confirmed that Russians have started acquiring properties in Dubai using cryptocurrency. They see this as the best means of getting their wealth out of their region, which has been ravaged by the <a href="https://timestabloid.com/bitcoin-jumps-to-39000-after-u-s-president-joe-biden-imposes-sanction-on-russia/" target="_blank" rel="noopener">sanctions of the West for invading Ukraine</a>.</p>

<h2><strong>Joe Biden and Boris Johnson Impose Sanctions on Russia</strong></h2>
<p>Last week Thursday, President Joe Biden <a href="https://timestabloid.com/bitcoin-jumps-to-39000-after-u-s-president-joe-biden-imposes-sanction-on-russia/" target="_blank" rel="noopener">declared</a> in a press conference that the United States will block five of the biggest Russian banks and freeze all assets they hold in America, worth over $1 trillion.</p>
<p>The prime minister of the United Kingdom, Boris Johnson, also imposed a similar sanction on the same day. The UK has frozen assets of all major Russian banks and cut them off from the financial markets of the United Kingdom.</p>
