Garlinghouse Reveals Ripple’s Legal Costs
Speaking at the CFTC meeting, Garlinghouse explained how regulatory uncertainty affected Ripple during its legal dispute with the SEC. He said Ripple spent $150 million on outside legal counsel throughout the four-year battle.
Garlinghouse used that figure to explain why regulatory uncertainty can discourage companies from investing and expanding in the United States. He noted that companies may hesitate to commit significant capital when a large portion could end up going toward legal expenses.
He also said other companies faced pressure before the SEC brought its lawsuit against Ripple, with some businesses ultimately choosing to comply rather than challenge the regulatory environment.

The Ripple CEO also pointed to the company’s hiring patterns during the four years. According to Garlinghouse, 80% of Ripple’s hiring during those years took place outside the United States.
He specifically mentioned London, which he said remains Ripple’s second-largest office. Garlinghouse linked that international expansion to the regulatory environment Ripple experienced during the SEC dispute.
His comments suggested that regulatory uncertainty affected not only Ripple’s legal expenses but also where the company built its workforce.
