Regulatory clarity has remained one of the biggest talking points surrounding XRP for years, and many market participants believe it could determine the asset’s next major move.
As lawmakers continue to debate the CLARITY Act, artificial intelligence is increasingly being used to estimate how the legislation could influence digital asset prices. Among the latest predictions is one from Elon Musk’s Grok, which examined several possible outcomes for XRP if the proposed bill becomes law.
Rather than focusing only on technical indicators, Grok based its outlook on how regulatory certainty could affect institutional adoption, capital inflows, and the broader role of XRP in global finance.
The CLARITY Act, formally known as the Digital Asset Market Structure bill, seeks to establish a clearer division of oversight between the U.S. Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC).
Supporters believe the legislation would remove much of the uncertainty that has slowed institutional participation in the crypto market. For XRP, the proposal carries additional significance because Ripple has already secured a partial legal victory against the SEC. Yet many financial institutions continue to wait for explicit congressional guidance before expanding their involvement.
When asked to model XRP’s potential performance following the passage of the CLARITY Act, Grok outlined several price scenarios based on different levels of adoption and market development. The AI projected that an initial wave of optimism could push XRP into the $5 to $10 range as investors respond to the removal of regulatory uncertainty and institutions begin entering the market.
Grok expanded on that outlook by suggesting that stronger adoption could produce significantly higher valuations. It stated, “If XRP captures meaningful cross-border payment volume and institutional adoption accelerates following regulatory clarity, prices in the $5 to $49 range become plausible under moderate assumptions.”
The AI also modeled a more aggressive scenario in which XRP achieves widespread use across global banking networks alongside the approval of multiple spot XRP exchange-traded funds. Under those conditions, Grok estimated the asset could reach as high as $243, though it emphasized that such an outcome would require profound changes across the international financial system.
Why the CLARITY Act Matters for XRP
The foundation of Grok’s forecast rests on the assumption that legal certainty would remove one of the largest barriers preventing major financial institutions from adopting XRP-powered payment solutions. Banks, payment providers, and liquidity firms typically require a stable regulatory environment before integrating new financial technologies into their operations.
If the CLARITY Act classifies sufficiently decentralized digital assets under CFTC oversight, many institutions may gain greater confidence in using XRP for cross-border settlement.
Ripple’s On-Demand Liquidity service has long promoted XRP as a bridge asset to reduce settlement times and lower transaction costs. However, broader implementation in the United States is limited due to lingering regulatory concerns.
Grok also pointed to institutional capital as another major catalyst. Clear legislation could encourage investment firms, asset managers, and retirement funds to increase exposure to XRP through regulated investment products. Greater legal certainty could also strengthen the case for additional spot XRP ETFs, creating another source of sustained buying demand.

Utility, Not Speculation, Drives the Higher Targets
One of the key distinctions in Grok’s analysis is that its most optimistic projections depend far more on utility than speculative trading. The AI suggested that valuations approaching $49 or even $243 would require XRP to process enormous volumes of international payments rather than simply benefiting from retail investor enthusiasm.
Under this scenario, XRP would need to capture a meaningful share of cross-border settlement activity, potentially handling trillions of dollars in annual transaction volume. Higher transaction demand would require greater liquidity across order books, increasing the value required for each token to facilitate global transfers.
