Momentum surrounding U.S. crypto regulation continues to grow as industry participants await developments that many believe could shape the market’s next phase.
In his latest YouTube video, Digital Asset Investor pointed to what he believes are several signs that the regulatory landscape is moving toward greater certainty, arguing that the passage of the Clarity Act could unlock significant institutional participation and support what he described as the largest crypto bull market to date.
The video opened with the commentator highlighting XRP’s recent price action, noting reports that traders are watching for a potential breakout if the asset closes above a key resistance zone. While acknowledging that technical confirmation is still required, he expressed optimism that XRP could be preparing for a stronger move.

Regulatory Progress Seen as the Main Catalyst
A central focus of the discussion was the Clarity Act and reports that negotiations over an ethics package are making progress. Digital Asset Investor referenced comments from journalist Eleanor Terrett, who indicated that multiple industry sources believe the White House has agreed on an ethics package that could help move the legislation forward.
He maintained that resolving the ethics issue would remove one of the final obstacles standing in the bill’s way. He also noted remarks from Coinbase Vice Chair Ryan VanGrack, who described the legislation as an opportunity to establish comprehensive federal oversight for digital assets while strengthening consumer protections through additional safeguards and disclosure requirements.
Digital Asset Investor emphasized VanGrack’s view that the legislation is not about eliminating regulation but introducing a consistent regulatory structure that benefits investors, innovators, and the broader financial system.
Institutions Preparing Before Rules Are Finalized
The video also highlighted comments from Andreessen Horowitz’s Head of Government Affairs, Colin McCune, who predicted that the passage of the Clarity Act could produce an immediate increase in activity across the digital asset sector.
McCune suggested that regulatory certainty would send a long-term signal to institutions that the United States is committed to supporting the industry, encouraging investment, hiring, and innovation.
Digital Asset Investor agreed with that assessment and reinforced the point by referencing research from Fireblocks. He noted that many banks are already building custody infrastructure, integrating digital asset capabilities into core systems, and preparing operational models before regulations are finalized.
According to the presentation, institutions that complete this work ahead of regulatory approval will be able to scale their services much faster once legal clarity arrives.

XRP and Broader Crypto Outlook
Beyond regulation, Digital Asset Investor stated that broader developments continue to support a bullish outlook for digital assets. He cited comments from Uphold’s Head of Research, Dr. Martin Hiesboeck, who encouraged investors to prepare for what he believes could become the biggest crypto bull market on record.
The video also referenced international developments, including Russia’s efforts to establish a legal framework for crypto and the London Stock Exchange’s move toward around-the-clock trading, describing both as evidence that financial markets continue adapting to digital asset innovation.
Toward the end of the presentation, Digital Asset Investor highlighted growing optimism within the XRP community. He pointed to comments from Vet, who emphasized ongoing XRP Ledger development, increasing institutional adoption, and expanding real-world utility.
While acknowledging that short-term volatility could still emerge from broader economic events, including potential tariff announcements, he maintained that regulatory clarity remains the key factor that could reshape the crypto market over the coming years.
