Crypto influencer Amelie (@_Crypto_Barbie) has shared a video of Senator Kevin Cramer speaking live on Fox Business with Maria Bartiromo. The interview came during the week of July 20, one of the final legislative windows before the Senate’s August recess.
For XRP holders watching the CLARITY Act’s progress, Cramer’s words are consequential. He is a member of the Senate Banking Committee and has a direct view of where negotiations stand.

Is the Bill Getting Closer?
Cramer told Bartiromo the situation is improving. “It’s getting a little clearer, the CLARITY Act, as each little issue gets dealt with,” he said. He acknowledged that a floor vote may not happen immediately. He said the Senate may not get to it this week, but noted that it remains in session beyond this week.
His position on the deadline was clear. He believes the bill must pass before the August recess. However, recent odds suggest the bill will struggle to pass in 2026.
The Ethics Issue
The ethics provision has been the central obstacle in Senate negotiations. Democrats have conditioned their votes on language restricting President Donald Trump and senior government officials from holding or profiting from crypto assets while in office. Without Democratic support, the bill cannot reach the 60-vote threshold required to advance.
Cramer said new amendments addressing the ethics piece have been negotiated and Democrats are currently reviewing them. On enforcement, he said movement is happening toward the Department of Justice serving as the primary enforcer. “I think the Democrats would rather have states’ attorneys general,” he said, adding that a fragmented state-level enforcement model would create too inconsistent a framework for the industry.

The CLARITY Act would establish regulatory clarity across the digital asset market. XRP has already been declared a commodity, but the bill would cement that status within a defined legal structure. Every session day without a vote narrows the window for 2026 passage.

Cramer was optimistic. The remaining disputes, including language around securities intermediaries definitions, are nuanced but manageable. The industry has pushed back on the “decentralized” definition in the current draft. Cramer acknowledged the tension but described these as details, not dealbreakers.
The Push Before Recess
The Senate heads into August recess around August 7th. Senator Lummis, referenced by Cramer in a prior interview, has said failure in 2026 likely pushes the process back to 2030. Cramer aligned himself with her urgency. “We have to get this done,” he said. “Provide that clarity.”
