DTC Selects Stellar for Tokenized Asset Custody

The detail that caught X Finance Bull’s attention concerns DTC, a DTCC subsidiary. DTC plans to make DTC-custodied tokenized assets available on the Stellar network in the first half of 2027.

Those assets will retain the investor protections of traditionally held securities while gaining faster settlement, longer operating hours, and reduced reconciliation requirements.

A tweet from XRP community commentator XRP Myth Buster examined a DTCC patent application that references Ripple and XRP, offering a closer look at what the document actually says.

Rather than presenting the patent as proof of an existing partnership or live implementation, the post focused on the technical language and diagrams contained in the filing. The patent application, published as US 2025/0078162 A1, has a filing history dating back to 2019.

It outlines a framework for moving assets between different distributed ledger networks through bridge nodes and transaction chains. Figure 17, a diagram attached to the post, illustrates how the process could work from the beginning of a transaction to its final validation.

I went through the DTCC patent that mentions $XRP and Ripple, and here is what it says:

Patent Does Not Confirm Production Use

What the $5 Threshold Means

He said, “It’s still around a dollar, and it’s considered illiquid by the DTCC NSCC standards.” The consequence is straightforward. At current prices, XRP is a less efficient collateral than a treasury bill.

Above $5, the math changes. Haircuts drop toward levels comparable to micro-cap stocks, around 35%, or defaulting to a Value-at-Risk charge. The higher XRP’s price, the more viable it becomes as collateral in institutional settlement infrastructure.

Why a Higher Price Is a Functional Requirement

This is not a speculative argument. It is a structural one. CryptoSensei made the case clearly. “We’re going to need a much higher price for XRP if they’re going to use it,” he said.

The NSCC margin rules do not bend for any asset. They apply uniformly based on price and liquidity ratio. For XRP to function efficiently inside the DTCC ecosystem, it needs to clear the $5 threshold at a minimum. Beyond that, higher prices reduce the collateral burden and make XRP competitive against established financial instruments.

Recent reports claimed that the DTCC officially classified XRP in its Learning Center. That claim stems from an AI-generated response produced by the site’s Coveo search tool, not an official DTCC document.

This has prompted some community members to dismiss the haircut rules CryptoSensei referenced. That misses the point. The NSCC Risk Margin Component Guide is a real document with real rules. Those rules apply to all assets by price. The AI-generated screenshot was simply an inaccurate presentation of rules that already exist.

Ripple’s Position Inside the DTCC System

Ripple Prime is already part of DTCC’s 50-firm Industry Working Group. The group includes Goldman Sachs, J.P. Morgan, BlackRock, Circle, and Ondo Finance. On July 15, the DTCC began live production trading of tokenized securities, including Russell 1000 equities, ETFs, and U.S. Treasuries. A full-service launch is scheduled for October 2026.

A screenshot posted on X by crypto enthusiast Pumpius has prompted fresh conversation within the XRP community after it appeared to show the Depository Trust & Clearing Corporation (DTCC) Learning Center generating an answer about XRP’s collateral treatment.

While Pumpius viewed the result as supporting the case for a higher XRP valuation in institutional finance, other community members quickly pointed out that the response was AI-generated and not part of an official DTCC policy document.

The image attached to Pumpius’ post shows the DTCC Learning Center with “XRP” entered into the search bar. The page displays an AI-generated answer titled “XRP Haircut and Classification,” describing how collateral haircuts would differ depending on XRP’s price.

Pumpius interpreted the response as evidence that institutions would require XRP to trade above $5 to be used as collateral. He noted that the generated answer stated that XRP priced at $5 or below could receive a haircut of up to 100%, effectively giving it little or no collateral value due to volatility or liquidity concerns.

By contrast, XRP valued above $5 would receive a substantially lower haircut, typically around 35% or one based on a Value-at-Risk model, allowing institutions to recognize a larger portion of its value as collateral.

Comparisons With Previous XRP Statements

Building on that interpretation, Pumpius linked the AI-generated response to comments made by several prominent figures within the XRP ecosystem.

He referenced Ripple Chief Technology Officer David Schwartz, who has previously stated that XRP cannot remain at a very low price if it is to support large-scale payment flows.

Pumpius also cited SBI Holdings CEO Yoshitaka Kitao, who has expressed confidence in XRP’s long-term adoption by Japanese banks and suggested that broader institutional use could eventually result in a significantly higher valuation.

Based on those references, Pumpius suggested that the DTCC search result aligned with earlier views that XRP would need to appreciate to serve institutional use cases effectively.

Community Members Urge Caution

Not everyone accepted that interpretation. In the replies, community member Amanda argued that the displayed content should not be treated as official DTCC guidance because it was clearly identified as an AI-generated response.

She said the search produced an example after failing to locate direct XRP-specific documentation and added that, despite her support for XRP, the result should not be viewed as carrying evidential weight.

XRPL validator Vet also addressed the screenshot, explaining that the generated answer was based on the NSCC Risk Margin Guide rather than an official DTCC document for XRP specifically. He stated that the underlying source does not mention XRP and that the DTCC search system instead attempted to map the user’s query through its AI-powered answer feature.

Vet further suggested that the AI likely generated an XRP-related response due to the large number of recent XRP searches by users. In his view, the system was responding to search trends rather than referencing an existing DTCC policy on XRP.

As a result, while Pumpius presented the screenshot as supportive of the asset’s long-term institutional potential, responses from other members of the XRP community emphasized that the AI-generated answer should not be interpreted as an official DTCC position on XRP collateral requirements.

Nadine Chakar and the Road to July 15

The video also featured a post from Nadine Chakar, the Managing Director and Global Head of DTCC Digital Assets. She leads DTCC’s push to build digital securities and tokenization infrastructure at institutional scale.

In December 2025, the SEC granted DTCC a no-action letter authorizing it to tokenize institutional-grade assets covering Russell 1000 stocks, major ETFs, and U.S. Treasuries. Chakar was a signatory on that request, which allows the DTCC to move forward without the CLARITY Act. She posted “This is just the beginning – July 15th is the day the roadmap becomes reality!!”

Ripple’s Position Inside the Infrastructure

Ripple Prime is a member of the DTCC’s 50-firm Industry Working Group alongside Goldman Sachs, JPMorgan, and BlackRock. That placement did not happen overnight. Crypto expert Chad Steingraber posted a screenshot from the DTCC’s Learning Center, showing XRP classified as a cryptocurrency with specific haircut rules. He followed it with an explanation of what a haircut means in this context.

The DTCC’s Haircut Rules for XRP

The Depository Trust and Clearing Corporation custodies approximately $114 trillion in assets and settles the majority of U.S. securities transactions. Its Learning Center now includes formal guidance on how XRP may be treated for clearing and collateral purposes.

A haircut, in finance, is a percentage reduction applied to the market value of an asset used as collateral. The more volatile the asset, the larger the haircut. If a stock worth $10,000 carries a 35% haircut, a lender treats it as worth $7,000 when calculating borrowing capacity. It protects lenders if market conditions shift before collateral can be liquidated.

This is what a "Haircut" means in these trading services.

For XRP with a "share price" (meaning, ONE XRP) of $5 or less, a significant haircut is applied.

The XRP Haircut

For XRP, the DTCC guidance published in its NSCC Risk Margin Component Guide establishes a $5 per-unit price as the key threshold. At $5 or below, XRP receives a haircut equal to the greater of the haircut applied to illiquid securities or 100%.

Above $5, XRP may receive a 35% haircut or a Value-at-Risk (VaR) charge, depending on liquidity and whether it trades OTC, as an IPO, or on a national exchange. In this case, the $5 figure is an operational benchmark, not a price target. However, this means XRP becomes significantly more efficient as collateral once it trades above $5, making it far more useful within DTCC’s clearing framework.

Ripple’s Position Within the DTCC

This classification does not exist in isolation. Ripple has built its presence inside DTCC infrastructure through a deliberate sequence of steps. In April 2025, Ripple acquired Hidden Road, a prime broker with over $3 trillion in annual transactions, which was subsequently rebranded as Ripple Prime.

By March 2026, Ripple Prime appeared live on the NSCC directory. In May 2026, Ripple Prime joined the DTCC’s 50-firm Industry Working Group, sitting alongside Goldman Sachs, J.P. Morgan, BlackRock, Circle, and Ondo Finance. That group is actively developing standards for tokenized securities settlement.

Why This Matters

The rollout follows two phases. Phase 1 launches this month with limited production trades. Phase 2 follows in October 2026 as a full-service launch, giving DTC Participants the option to select tokenized record-keeping as a standard operational feature.

More favorable collateral treatment makes an asset more efficient within clearing and financing arrangements. XRP now has documented treatment inside one of the most significant post-trade institutions in global finance. As one commenter pointed out, “you don’t write haircut rules for an asset you have no intention of touching.”

A document from global investment manager VanEck has gotten interest from the XRP community after crypto researcher SMQKE highlighted its assessment of the XRP Ledger’s potential role in institutional finance.

The document identifies the XRPL as one of the corporate blockchain networks positioned to capture value across major financial markets traditionally dominated by established infrastructure such as SWIFT and the Depository Trust & Clearing Corporation (DTCC).

In a tweet, SMQKE wrote, “Remember, VanEck recognized the XRPL as a blockchain position to capture value from both SWIFT and the DTCC. Documented.” To support the statement, the researcher attached screenshots from a VanEck publication outlining various blockchain networks and the sectors they could address by 2030.

VanEck’s Assessment of the XRP Ledger

VanEck’s document categorized blockchain networks into public chain challengers and corporate or permissioned chains across several financial use cases. Within the cross-border payments category, the report lists SWIFT and banks as the legacy incumbents while identifying Ethereum, Tron, and Base as public-chain challengers. Under the corporate and permissioned blockchain category, VanEck includes Kinexys, Fnality, Tempo, and the XRP Ledger.

The report also estimates that the cross-border payments market could represent approximately $20 billion in annual revenue, supported by around $7.5 trillion in daily foreign exchange volume. The document suggests that blockchain networks capable of serving this market could benefit from a significant opportunity as financial institutions continue adopting digital infrastructure.

The XRP Ledger also appears in VanEck’s collateral and settlement section. There, DTCC, LCH, and Euroclear are listed as the existing market leaders, while Canton, Kinexys, and XRPL are identified among the corporate blockchain solutions. VanEck estimates that this segment could generate roughly $10 billion in annual revenue, supported by trillions of dollars in assets settled on-chain.

In addition, the report places the XRP Ledger within the securitization category alongside Provenance, Canton, and other institutional blockchain platforms. Legacy participants in this market include Goldman Sachs, JPMorgan, and Citi, while Ethereum-based tokenization projects are identified as public-chain competitors. VanEck estimates this sector could represent another $15 billion annual revenue opportunity by 2030.

Community Interprets the Findings

Responding to SMQKE’s post, XRP community member $XRPARMY said VanEck’s inclusion of the XRP Ledger in both the cross-border payments and collateral settlement categories reinforces the view that XRPL could support multiple institutional use cases rather than serving only international payments.

According to the comment, the document aligns with the belief that the XRP Ledger can function as a neutral infrastructure layer for both traditional banking transactions and tokenized financial assets. The commenter added that financial institutions could adopt blockchain technology without completely replacing their existing systems, arguing that the XRPL’s speed, lower transaction costs, and interoperability make it a practical option for institutional adoption.

While the VanEck document does not predict that the XRP Ledger will replace SWIFT or DTCC, SMQKE’s post emphasizes that one of the world’s largest investment managers has formally identified XRPL as a blockchain network with the potential to participate in markets currently served by those long-established financial systems.
