CLARITY Act Update for XRP Army: Lummis Drops Major Statement Against Next Week Vote

A deadline is approaching, and Senator Cynthia Lummis wants Congress to feel it. With the Senate scheduled to vote on the CLARITY Act on September 15, Lummis posted a stark choice to her colleagues: “They can choose American innovation and strong consumer protections, or cede the future of finance to China.”

The post has drawn significant attention from the crypto community ahead of one of the most consequential legislative votes in the industry’s history.

The Upcoming Vote

The September 15 cloture vote requires 60 votes to advance the bill. All 53 Senate Republicans are committed to voting yes. That leaves a 7-vote gap that must come from Democrats. If cloture fails, the bill does not simply get rescheduled. Senator Lummis has stated publicly that a failed vote pushes meaningful crypto legislation to 2030.

The House Calendar Problem

Passing cloture is only the first hurdle. House Republican leadership canceled the final two weeks of its September session. Members leave Washington by September 17. The Senate’s procedural process alone typically takes one to two weeks after a cloture vote.

If the Senate passes an amended version of the bill, the House must approve those changes before it reaches the President’s desk. With members gone until mid-November, any amendments could stall the bill even after a successful Senate vote.

The Importance of the Bill

The CLARITY Act establishes a federal regulatory framework for digital assets. It defines which assets fall under SEC jurisdiction and which fall under CFTC jurisdiction. For XRP holders, this matters directly. While XRP has already secured clarity through the court, proper legislation could open more doors for the asset and the broader industry.

The remaining sticking point between chambers is an ethics provision. House Financial Services Chairman French Hill has said negotiators view that gap as narrow enough to close.

The Community Reacts

One community member questioned why Democrats oppose the bill if the concern is competition from China, noting that China already operates under strict financial regulation. EGRAG CRYPTO, a prominent analyst and XRP enthusiast, thanked Lummis for fighting for team U.S.A.
