September 15 is the date the U.S. Senate takes up the bill that would establish the most comprehensive regulatory framework for digital assets the U.S. has ever seen. The crypto industry has been building toward this moment for years.
How September 15 Got Locked In
Senate Majority Leader John Thune filed cloture on the CLARITY Act before the Senate left for recess. That filing secured the bill floor time when lawmakers returned in September. Senator Cynthia Lummis confirmed the date and time publicly at the SALT Conference in Jackson Hole. “You have to force them to vote to get them to be serious about it,” she said. The vote is scheduled for 2 p.m.

Understanding the Cloture Vote
September 15 is not the final vote on the CLARITY Act. The Senate is voting on cloture. Cloture is a procedural mechanism that ends debate in the Senate and clears the path toward a final vote on the bill itself. One observer stated, “Cloture is not the decision. It’s just a motion to stop debating.”
Finance coach and XRP supporter Coach JV offered a similar clarification when Thune first filed. He explained that the bill has not passed, and that the cloture filing is the procedural process that can move it toward a vote. The bill needs 60 votes to clear the cloture threshold. All 53 Senate Republicans are committed to voting yes. That leaves a 7-vote gap requiring Democratic support.
Reports indicate between 7 and 10 Democratic senators are prepared to back the bill. If cloture passes, the Senate enters a 30-hour window before the final passage vote. That final vote requires only 50 votes.

The Path Forward
Senator Tim Scott has stated publicly that the CLARITY Act will become law. Coinbase CEO Brian Armstrong identified two possibilities around the September 15 date. Either the Senate clears 60 votes or the CFTC and SEC advance new rules immediately after.
CFTC Chair Mike Selig confirmed the agency is prepared to act through existing authorities if the bill stalls. Regulatory clarity for digital assets is approaching either way, and September 15 is the next step.
