CLARITY Act Delayed to September As JP Morgan Turns Attention to XRP

Senate Majority Leader John Thune filed cloture on the motion to proceed to the CLARITY Act before lawmakers left for August recess. Crypto commentator, Digital Asset Investor (@digitalassetinvestor), covered the development, pulling together multiple sources on the bill’s path to a September vote.

Thune Under Pressure

Thune’s press secretary, Stacey Daniels, confirmed the announcement, with Thune stating: “Dems are insistent on no CLARITY vote. I worked with sponsors of the bill. Senator Lummis was great, and we’re getting that queued up first thing when we come back.”

Fox Business journalist Eleanor Terrett reported that the cloture filing is “being viewed as a positive signal that GOP leadership intends to make the bill a priority when the Senate returns.” At the time of her analysis, the bill had 51 confirmed votes, and she highlighted two unresolved disputes.

However, Senator Bernie Moreno has revealed that all 53 Republicans will vote for the bill. He also stated that negotiations are over the CLARITY Act, placing the ball firmly on the Democratic side of the Senate.

Opposition to the Bill

Commentator Metal Law Man published a list of senators opposing the CLARITY Act. On the Democratic Party’s side, incumbents running for reelection include Ed Markey, Hickenlooper, Coons, Ossoff, Booker, Lujan, Merkley, Reed, and Warner. Republican senators Josh Hawley and Moran also oppose it.

One analyst offered a contrarian take. If the CLARITY Act fails, crypto prices may not take the hardest hit. American crypto companies would feel it more, particularly those relying on long-term venture capital formation.

Hedge funds and liquidity providers can price political volatility, but venture investors building 10-year cases cannot plan around shifting regulatory postures every election cycle. That makes VC-backed crypto ventures the most exposed to prolonged regulatory uncertainty.

JP Morgan Flags XRP

JP Morgan issued a warning that Hyperliquid’s HYPE token could lose market share to both Solana and XRP as ETF inflows stall following a record May-June run. The warning signals growing institutional attention on XRP’s competitive position.

Separately, data from Token Relations shows the value of tokenized real-world assets on the XRP Ledger has grown 389.9% since January to $4.4 billion. Analysts at Black Swan Capital have argued XRP could become the dominant global settlement instrument over the next decade.

They expect this to occur as digital economies migrate away from the dollar’s political and operational burden. The thesis centers on XRP absorbing settlement demand as AI agents and regulated digital dollars operate within the same ecosystem. The September vote remains the next major catalyst for XRP.
