According to Xaif Crypto’s X post, a South Korean lawmaker disclosed owning 519,004 XRP in an official asset filing, while her son was reported to hold an additional 3,336 XRP.

The analyst also noted that another Seoul council member declared ownership of more than 409,000 XRP, presenting the filings as another example of XRP’s growing presence among individuals in public office.

Official Filings Detail Crypto Portfolios

According to the information, Seoul City Council member Kim Hye-young reported virtual assets worth approximately 1.706 billion won, making the lawmaker the largest reported holder of digital assets among the officials listed.

The filing states that Kim personally held 16 cryptocurrencies, including Bitcoin and other digital assets, while also reporting Ethereum owned by a spouse. The disclosure further listed 519,004 XRP under Kim’s name and another 3,336 XRP owned by the lawmaker’s eldest son.

The documents also identified Seoul City Council member Choi Min-kyu as the official with the second-largest reported virtual asset holdings, valued at roughly 1.621 billion won. According to the filing, Choi reported owning approximately 409,551 XRP along with several other digital assets.

Xaif Crypto presented these disclosures as evidence that XRP has joined the investment portfolios of public officials, suggesting that the asset continues to gain visibility outside traditional cryptocurrency circles.

SMQKE also recalled his previous post, which featured Vias’ statement that “The ledger can CURRENTLY scale to 50,000 TPS so it’s designed for high volume.” According to the researcher, those remarks reinforce the view that XRP Ledger was built from the beginning to accommodate significant transaction volumes rather than gradually evolving toward that goal.

]]> Ripple holds more than 75 regulatory licenses globally, and that number continues to grow.

On June 23, the company announced that it had received preliminary approval for a Crypto Asset Service Provider (CASP) license from Luxembourg’s Commission de Surveillance du Secteur Financier (CSSF) under the EU’s Markets in Crypto Assets (MiCA) regulation.

The approval takes the form of a Green Light Letter and remains subject to final conditions. This license positions Ripple to scale regulated cryptoasset services to financial institutions and businesses across all 30 countries of the European Economic Area.

Expanding Ripple’s European Reach

The CASP license does not stand alone. Ripple already holds an Electronic Money Institution (EMI) license in Luxembourg, granted by the CSSF in early 2026. Together, the two licenses allow European banks, fintechs, and corporates to access Ripple’s full cryptoasset and stablecoin payments infrastructure through a single integration for the first time.

Upon full approval, these combined licenses will make Ripple fully MiCA-compliant. Cassie Craddock, Managing Director for UK and Europe at Ripple, said: “MiCA has helped to unlock a new wave of institutional digital assets adoption, and we are seeing that demand accelerate across the region.”

A Track Record Built Across Jurisdictions

The Luxembourg CASP approval continues a licensing run that accelerated significantly over the past year. Ripple received its EMI license and Cryptoasset Registration from the UK’s Financial Conduct Authority in January 2026. That gave the company a regulated status across two of Europe’s most important financial centers. The new CASP license now extends that reach across the full EEA.

Before Europe, Ripple also secured payment licenses in Singapore and the UAE. Following those licenses,, it acquired BC Payments Australia specifically to obtain an Australian Financial Services License in March 2026.

The press release revealed that Ripple Payments has processed more than $100 billion in volume to date and operates across over 60 markets globally. That market is now set to expand.

XRP Sits at the Center of This Infrastructure

Each regulatory approval expands the number of jurisdictions where Ripple’s payment and settlement technology can operate legally. XRP functions as the bridge currency within that network. As Ripple’s licensed footprint grows, so does the infrastructure through which XRP moves value at an institutional scale.

Matthew Osborne, UK and Europe Head of Policy at Ripple, said Luxembourg “has established itself as a leading centre for financial services regulation in Europe.” Ripple’s European operations are now anchored there, with the capacity to serve clients across all 30 EEA countries through a single regulated entity.

Crypto commentator Archie (@Archie_XRPL) shared the document. He called it proof that Ripple is pushing hard for RLUSD reserve deposits to receive pass-through FDIC insurance. This move could potentially improve RLUSD custody.

The Letter’s Core Argument

Ripple argues the FDIC’s proposed rule would categorically exclude stablecoin reserve deposits from pass-through deposit insurance. The agency’s current draft treats the entire reserve pool as a single corporate deposit capped at $250,000 in coverage.

Ripple calls this a misreading of the GENIUS Act. The company cites Chairman Travis Hill’s March 2026 remarks, in which he acknowledged the statute is silent on the issue and said the FDIC wants input.

The Case for Pass-Through Coverage

Ripple’s argument hinges on a structural risk. Under the proposal, a stablecoin issuer holding reserves at an insured bank has no protection beyond $250,000 if the bank fails. Ripple says this pushes issuers to pull reserves the moment a bank shows distress, turning isolated stress into an outflow.

Chairman Hill said pass-through coverage would reduce the risk that an issuer encounters if its bank fails. Ripple compares this to PayPal, whose custodial funds at insured banks qualify for pass-through coverage.

The Ripple National Trust Bank Connection

The letter details Ripple’s broader regulatory build-out, directly relevant to how RLUSD reserves are structured. Ripple holds a BitLicense from the NYDFS and operates Standard Custody & Trust Company, the NYDFS-regulated entity that issues RLUSD.

In December 2025, Ripple received conditional approval for Ripple National Trust Bank. The letter describes it as a national entity purpose-built to serve as collateral trustee for RLUSD reserves under federal prudential supervision.

A trust bank built specifically to hold and manage RLUSD reserves strengthens Ripple’s case that its reserve holders are identified and traceable, a standard the letter says satisfies the FDIC’s existing pass-through framework.

What This Means for XRP

This filing matters for XRP because it shows Ripple building the regulatory infrastructure RLUSD needs to scale institutionally. Ripple National Trust Bank gives RLUSD a federally supervised home for its reserves. Pass-through insurance, if adopted, would remove a key hesitation banks have about custodying RLUSD in size.

Deeper institutional adoption of RLUSD means more activity on XRPL. Archie stated that this move would give banks the ultimate safety net to custody RLUSD. The rule is still in comment period, but Ripple is positioning RLUSD for the outcome it wants.
