<p>President Vladimir Putin&#8217;s recent bill <a href="https://iz.ru/1798975/2024-11-29/putin-podpisal-zakon-o-nalogooblozhenii-tcifrovoi-valiuty" target="_blank" rel="noopener">assent </a>represents a strategic move to integrate digital assets into the country&#8217;s formal economic landscape.</p>
<p>The new legislative framework introduces a sophisticated approach to cryptocurrency management, fundamentally transforming how digital assets are perceived and handled within the Russian financial system.</p>
<p>By classifying cryptocurrencies as property under the Internal Revenue Code, the Russian government has created a structured pathway for legal recognition and financial accountability.</p>
<p>Taxation is a critical component of the new regulatory environment, and cryptocurrency mining operations will now face specific tax obligations, with a graduated income tax structure designed to capture the emerging digital economy. Initially set at 13%, the tax will increase to 15% for annual incomes surpassing 2.4 million rubles (approximately $28,800) in 2025.</p>
<h2><strong>A Major Advancement for the Crypto Space</strong></h2>
<p>This move came a few days after a Chinese court <a href="https://timestabloid.com/court-rules-bitcoin-and-crypto-are-property-in-china-and-owning-them-is-legal/">recognized cryptocurrencies as property</a>, allowing private ownership in the country. Although most crypto-related activities remain illegal in China, Russia has more favorable rules for digital asset trading.</p>
<p>The legislation also follows recent experimental efforts to integrate cryptocurrencies into Russia&#8217;s financial infrastructure. In September, the government initiated trials utilizing the National Payment Card System to facilitate cryptocurrency exchanges and cross-border transactions.</p>
<p>These trials were particularly crucial given the challenging international sanctions environment that has complicated traditional financial transactions for Russian businesses.</p>
<p>In August, Putin signed a complementary law specifically legalizing cryptocurrency mining. The legislation restricts mining activities to registered Russian legal entities and individual entrepreneurs, with exceptions granted for individual miners operating within prescribed energy consumption limits.</p>
<p>The Bank of Russia retains significant regulatory power under the new framework. It has the authority to restrict digital financial asset listings that might compromise national financial stability.</p>

										<content:encoded><![CDATA[<p>Vitalik Buterin, the co-founder of Ethereum (ETH), has once again condemned Russia for the continued invasion of Ukraine, which has resulted in the destruction of cities, lives, and properties.</p>
<p>It should be noted that Vitalik Buterin was born in Russia but moved to Canada with his parents who were seeking a greener pasture. His love for his country of birth has drastically dwindled due to its refusal to bring the ongoing invasion of Ukraine to an end.</p>

<p>In a recent <a href="https://www.youtube.com/watch?v=CdgjGykrByM&amp;t=1086s" target="_blank" rel="noopener">interview</a>, Ethereum co-founder showcased his grievances about the damage already caused by the war. He said he had once admired the Russian government and this made him have a conversation with President Vladimir Putin about 5 years ago.</p>
<p>Vitalik Buterin noted:</p>
<p><em>“I did talk to him five years ago. I believe in talking to people. I talked to Putin; I talked to the vice-premier of Taiwan at one point, I talked to people in the government of Singapore, I’ve talked to people in Canada, the U.K., and lots of places.</em>”</p>
<p>However, due to current situation, Buterin said the love has dwindled. He said Putin’s adamancy has made his love for him to vanish. He said at the moment, Russian government is one of his enemies for destroying cities and killing the innocent people of Ukraine.</p>
<p>Buterin added: <em>“Vladimir Putin’s lovely Russian government is one of my enemies now. At the present time, there are cities that are being bombed. There are millions of lives and peoples’ families and futures that are being potentially destroyed and cut short, and a beautiful country risks being turned into Syria.”</em></p>

<p>Since the invasion started, Buterin has been condemning the action of the Russian government, terming the attack a <a href="https://timestabloid.com/russian-invades-ukraine-ethereum-co-founder-tweets-in-russian-this-is-a-crime-against-the-ukrainian-and-russian-people/" target="_blank" rel="noopener">crime against the Ukrainian and Russian people</a>.</p>
<p>Buterin has also shown his support to Ukraine through whopping crypto donations. In early April, he reportedly <a href="https://timestabloid.com/ethereums-vitalik-buterin-donates-5-million-worth-of-eth-to-support-ukraine/" target="_blank" rel="noopener">donated $5 million worth of ETH</a>.</p>

<p>The flagship cryptocurrency made a swift jump to $39,000 from around $35,000 within minutes following the announcement of the sanction imposed on Russia by Joe Biden, the President of the United States.</p>
<h2><strong>Joe Biden Imposes Sanction on Russia</strong></h2>
<p>Joe Biden said in a press conference Thursday that the United States will block five of the biggest Russian banks and freeze all assets they hold in America, worth over $1 trillion.</p>

<p>As reported by the Associated Press, the prime minister of the United Kingdom (UK) Boris Johnson also imposed a similar sanction on the same day. The U.K has frozen the assets of all major Russian banks and cut them off from the financial markets of the United Kingdom.</p>
<p>Boris Johnson also seeks to restrict Russian companies and the Russian government from raising money on U.K. markets, a move that was also expressed by Biden during his press conference.</p>
<p>According to Biden, although there have been several reports about the possibility of ejecting Russia from the international payment system Swift, there are no plans to go that far at the moment. However, Biden said the United States and G7 leaders have reached a consensus to limit Russia’s ability to do business in dollars, euros, pounds, and yen.</p>
<h2><strong>Bitcoin (BTC) Surges to $39,000 after the Sanction Was Imposed</strong></h2>
<p>After the U.S. President imposed the sanction on Russia, Bitcoin (BTC), the largest cryptocurrency by market cap, which has been struggling since the invasion started regained its surging momentum.</p>

<p>The price of Bitcoin spiked to $39,000 in a quick rally after dipping below $35,000 Thursday morning. At the time of filing this report, BTC is trading at $38,131, with a relatively 2% price upsurge in the last 24 hours.</p>

Bomb blasts have been heard in many cities, leaving the hope of <a href="https://twitter.com/FTB_VIDS/status/1496715311629815809" target="_blank" rel="noopener">Ukrainians to prayers </a>as they don’t know what may happen next.</p>
<p>Vitalik Buterin had previously tweeted that he hopes there won’t be war between the two countries as he expected a wise decision from the Kremlin. But the reverse is now the case.</p>
<p>Buterin tweeted, “<em>An attack on Ukraine can only harm Russia, Ukraine, and humanity. Whether the situation can return to a peaceful path or a war can now be decided not by Zelensky, not by NATO, but by the Kremlin. I hope they choose wisely.”</em></p>
<p>Meanwhile, the crypto market led by Bitcoin (BTC) has been in the red since Russian attacks on Ukrainian cities were confirmed. Bitcoin has since dipped below $35,000, while Ethereum, the second-largest crypto, is trading below $2500 at the time of filing this report, According to CoinMarketCap.</p>

<p>A local newspaper, Kommersant, <a href="https://www-kommersant-ru.translate.goog/doc/5206307?from=top_main_10&amp;_x_tr_sl=ru&amp;_x_tr_tl=en&amp;_x_tr_hl=en&amp;_x_tr_pto=sc" target="_blank" rel="noopener">broke</a> the news a few hours ago, and later tweeted that the government and the Bank of Russia have reached a consensus on how to regulate crypto space in the country.</p>

<p>Kommersant tweeted, <em>“The government and the Bank of Russia have agreed on a future regime for the circulation of cryptocurrencies in Russia: before February 18, they will prepare a draft law on the circulation of digital currencies in the Russian Federation, in which cryptocurrencies are recognized as an analogue of currencies, and not digital financial assets&#8230;</em>”</p>

<p>As stated in the tweet above, they are currently preparing a draft law, which will be made public by 18th February, targeted at defining crypto as an analogue of currencies rather than as digital financial assets.</p>
<p>The report added that it will only be possible to use cryptocurrency in the legal sector with full identification, via the banking system or authorized intermediaries.</p>
<p>The latest development comes a few weeks after the Central Bank of Russia published a proposal targeted at an outright ban of cryptocurrency and its related activities in the country.</p>
<p>The bank argued that the speculative nature of crypto industry posed a huge threat to the financial stability of citizens. In the proposal, the bank also said that financial institutions should be stopped from facilitating crypto transactions.</p>

<p>Back then, the Central Bank’s proposal was met with <a href="https://timestabloid.com/russian-tech-and-political-executives-denounce-proposal-for-blanket-ban-on-crypto/" target="_blank" rel="noopener">lots of condemnations</a> from top executives and the country’s Ministry of Finance, which <a href="https://timestabloid.com/president-vladimir-putin-asked-russias-central-bank-and-ministry-of-finance-to-reach-consensus-on-crypto/" target="_blank" rel="noopener">prompted</a> President Vladimir Putin to weigh in.</p>
<p>The new report also revealed that crypto transactions of over 600,000 rubles worth relatively $8,000 will have to be declared or will be termed as a criminal offence. Those who illegally accept crypto as a payment option will also be fined.</p>

										<content:encoded><![CDATA[<p>Vladimir Putin, the President of Russia has asked the Central Bank of Russia to reach a consensus with the country’s Ministry of Finance on the issue related to cryptocurrency.</p>
<p>It can be recalled that on Tuesday, Russia&#8217;s Ministry of Finance discouraged a complete prohibition of crypto trading and mining in the country, citing how such a move could hurt Russia’s ability to compete in the technology sector.</p>
<p>During a videoconference meeting with the nation’s government officials on 26th January, the President <a href="http://www.kremlin.ru/events/president/news/67641" target="_blank" rel="noopener">said</a> he’s aware of discussions related to crypto regulation. He emphasized the fact that Russia has a competitive advantage over crypto mining due to the surplus electricity and availability of well-trained personnel in the country.</p>

<p>Putin said there is a need for crypto regulation due to the high volatility of digital currencies, which he thinks would protect Russians from the risk involved.</p>
<p>Vladimir Putin noted:</p>
<p><em>“The Central Bank does not stand in our way of technological progress and is making the necessary efforts to introduce the latest technologies into this area of activity.” </em></p>
<p><em>“Although, of course, we have certain competitive advantages here, especially in the so-called mining, referring to the electricity surplus and well-trained, available personnel in the country.”</em></p>

<p>On 20th January, Russia’s Central Bank presented three proposals. The first proposal aims to prohibit cryptocurrencies as means of payment in the country. The second is about banning crypto mining, while the third aims to prohibit financial institutions from investing in cryptocurrencies.</p>
<p>The <a href="https://www.cbr.ru/Content/Document/File/132241/Consultation_Paper_20012022.pdf">proposals</a> read as follows:</p>
<p><em>“Establish liability for the violation of the statutory ban on using cryptocurrencies as a means of payment for goods, works and services sold and bought by Russian residents, whether legal entities or individuals. Prohibit the organization of the issue and/or the issue and the organization of the circulation of cryptocurrencies (including by cryptocurrency exchanges, cryptocurrency exchange offices, and P2P platforms) on the territory of the Russian Federation and establish liability for breaching this ban.</em></p>
<p><em>“Cryptocurrency mining should be banned as it creates unproductive consumption of electric power, which threatens the power supply of residential buildings, social infrastructure, and enterprises and implements Russia’s environmental agenda.</em></p>
