										<content:encoded><![CDATA[<p>The Russian Ministry of Economic Development (RECD) has announced an intention to drastically reduce taxes on Bitcoin mining activities in the country.</p>
<p>According to local news source Izvestia, the Kremlin government plans to encourage more mining investment within the region by mapping out strategic areas with surplus electricity reserved for crypto miners.</p>
<p>The new development is seen as one of the ways for President Vladimir Putin to position the country in order to greatly benefit from the fast-growing crypto industry.</p>
<p>Despite much good news coming from Russia for the crypto industry, the country’s central bank still continues to suggest a blanket ban on cryptocurrency activities.</p>
<p>Earlier this week, Elvira Nabiullina, the governor of the country’s Apex bank said the bank will not spare any effort to convince the government of the necessity of banning crypto. He added that the bank will go into more detail and make the government see significant risks in cryptocurrency.</p>
<h2><strong>Russia Moves to Recognize Crypto as a Form of Money</strong></h2>
<p>Despite Russia’s central bank’s proposal for an outright ban of crypto-related activities in the country, the government of Russia sees a benefit that can be leveraged in the nascent form of money.</p>
<p>As <a href="https://timestabloid.com/russia-to-recognize-crypto-assets-as-a-form-of-currency/" target="_blank" rel="noopener">reported by TimesTabloid</a> a couple of days ago, Authorities in Russia are set to recognize crypto assets as a form of money.</p>
<p>According to the report, the government of Russia and the Apex bank have reached a consensus on how to regulate crypto space in the country.</p>
<p>The report says, <em>“The government and the Bank of Russia have agreed on a future regime for the circulation of cryptocurrencies in Russia: before February 18, they will prepare a draft law on the circulation of digital currencies in the Russian Federation, in which cryptocurrencies are recognized as an analogue of currencies, and not digital financial assets&#8230;</em>”</p>
<p>A draft law, which will be made public by 18th February, is currently in process. The law is targeted at defining crypto as an analog form of currency rather than as a digital financial asset.</p>
<p>According to the report, it will only be possible to use digital currency in the legal sector with full identification, via the banking system or authorized intermediaries.</p>

										<content:encoded><![CDATA[<p>As a report has it, Authorities in Russia are set to recognize crypto assets as a form of currency.</p>
<p>A local newspaper, Kommersant, <a href="https://www-kommersant-ru.translate.goog/doc/5206307?from=top_main_10&amp;_x_tr_sl=ru&amp;_x_tr_tl=en&amp;_x_tr_hl=en&amp;_x_tr_pto=sc" target="_blank" rel="noopener">broke</a> the news a few hours ago, and later tweeted that the government and the Bank of Russia have reached a consensus on how to regulate crypto space in the country.</p>

<p>Kommersant tweeted, <em>“The government and the Bank of Russia have agreed on a future regime for the circulation of cryptocurrencies in Russia: before February 18, they will prepare a draft law on the circulation of digital currencies in the Russian Federation, in which cryptocurrencies are recognized as an analogue of currencies, and not digital financial assets&#8230;</em>”</p>

<p>As stated in the tweet above, they are currently preparing a draft law, which will be made public by 18th February, targeted at defining crypto as an analogue of currencies rather than as digital financial assets.</p>
<p>The report added that it will only be possible to use cryptocurrency in the legal sector with full identification, via the banking system or authorized intermediaries.</p>
<p>The latest development comes a few weeks after the Central Bank of Russia published a proposal targeted at an outright ban of cryptocurrency and its related activities in the country.</p>
<p>The bank argued that the speculative nature of crypto industry posed a huge threat to the financial stability of citizens. In the proposal, the bank also said that financial institutions should be stopped from facilitating crypto transactions.</p>

<p>Back then, the Central Bank’s proposal was met with <a href="https://timestabloid.com/russian-tech-and-political-executives-denounce-proposal-for-blanket-ban-on-crypto/" target="_blank" rel="noopener">lots of condemnations</a> from top executives and the country’s Ministry of Finance, which <a href="https://timestabloid.com/president-vladimir-putin-asked-russias-central-bank-and-ministry-of-finance-to-reach-consensus-on-crypto/" target="_blank" rel="noopener">prompted</a> President Vladimir Putin to weigh in.</p>
<p>The new report also revealed that crypto transactions of over 600,000 rubles worth relatively $8,000 will have to be declared or will be termed as a criminal offence. Those who illegally accept crypto as a payment option will also be fined.</p>

<p>As <a href="https://tass.ru/ekonomika/13553323">reported</a> by a local media Tass, Medvedev believes that if Russia goes ahead with the crypto ban as proposed by the country’s Central Bank, it may lead to the opposite result.</p>

<p>He stated since there is a motivation behind the proposal, he expects the bank and the government to reach a consensus that will resolve the issue.</p>
<p>Dmitry Medvedev noted:</p>
<p><em>“I now have a rather advantageous position in this sense: I believe that representatives of the Central Bank and the government of the Russian Federation will deal with this with success. Although, to be honest, when they try to ban something, very often it leads to the opposite result.”</em></p>
<p>Medvedev’s comment comes after a paper published by Russia’s Central Bank on 20th January, which proposed a blanket ban on crypto and its usages in the country, such as crypto trading, mining, and other related activities.</p>

<h2><strong>Vladimir Putin Prefers Crypto Regulation to Blanket Ban</strong></h2>
<p>After the proposal was published on 20th January, a number of notable personalities in the country showcased their dissatisfaction. Even the Ministry of Finance discouraged a complete prohibition of crypto in the country.</p>
<p>Vladimir Putin, the President of Russia also <a href="https://timestabloid.com/president-vladimir-putin-asked-russias-central-bank-and-ministry-of-finance-to-reach-consensus-on-crypto/" target="_blank" rel="noopener">joined</a> the discussion during a videoconference meeting with the nation’s government officials on 26th January. There, he emphasized that Russia has a competitive advantage over crypto mining due to the surplus electricity and availability of well-trained personnel in the country.</p>

<p><em>“Although, of course, we have certain competitive advantages here, especially in the so-called mining, referring to the electricity surplus and well-trained, available personnel in the country.”</em></p>

<p>It can be recalled that the Central Bank of Russia <a href="https://www.cbr.ru/Content/Document/File/132241/Consultation_Paper_20012022.pdf" target="_blank" rel="noopener">proposed</a> a blanket ban on domestic crypto trading and mining in a report published on 20th January 2022.</p>

<p>In the report, the bank pointed out that the risks of cryptocurrency are much higher for emerging markets, which include Russia.</p>
<p>Howbeit, the proposal is seemingly going to be opposed due to the fact that it isn’t gaining universal acceptance in the country.</p>
<h2><strong>Telegraph Founder Makes His Stance about the Crypto Ban Proposal Known</strong></h2>
<p>On 22nd January, Pavel Durov, the founder of Telegram, stated in a post on his platform that the proposed ban on the use of digital currency would destroy a number of sectors of the high-tech economy.</p>

<p>Pavel Durov <a href="https://t.me/durov_russia/38" target="_blank" rel="noopener">noted</a>:</p>
<p><em>“The ban on cryptocurrencies proposed</em> by the Central Bank of Russia will lead to an outflow of IT specialists from the country and destroy a number of sectors of the high-tech economy.</p>
<p><em>“No developed country bans cryptocurrencies. Reason: such a ban will inevitably slow down the development of blockchain technologies in general. These technologies improve the efficiency and safety of many human activities, from finance to the arts.</em></p>
<p><em>“Solutions based on distributed ledgers, using cryptocurrencies as units of calculation, are replacing the obsolete centralized financial systems of the second half of the 20th century.</em>”</p>
<p>However Durov agrees with the fact that the crypto industry needs regulation in the country, but a blanket ban is not an option:</p>
<p><em>“The desire to regulate the circulation of cryptocurrencies is natural on the part of any financial authority. However, while recommending a total ban on cryptocurrencies, the Central Bank of the Russian Federation suggests throwing the baby out with water. Such a ban is unlikely to stop unscrupulous players, but it will put an end to legal Russian projects in this area.</em>”</p>
<h2><strong>Leonid Volkov says it’s Impossible to Ban Cryptocurrency</strong></h2>
<p>Also, in a <a href="https://t.me/leonid_volkov/2987" target="_blank" rel="noopener">post</a> on Telegram on 20th January, the chief of staff for Alexei Navalny, Leonid Volkov, pointed out that it’s impossible to ban crypto.</p>

<p>Highlighting the negative effect of the proposal and how it’s impossible to ban cryptocurrency in Russia, Alexei Navalny wrote:</p>
<p><em>“Technically, &#8220;banning cryptocurrency&#8221; is the same as banning person-to-person transfers (i.e. impossible). How does the same localbitcoins work (blocked in Russia many years ago, which does not bother anyone)? I transfer bitcoins to someone, he transfers rubles from my account to an account in a conditional Sberbank.</em></p>
<p><em>How is Nabiullina going to deal with this, I wonder? Yes, they can make it very difficult to deposit funds on crypto exchanges, which means that intermediary services will simply appear that will do this through foreign jurisdictions. Yes, transaction costs will rise. Well, that&#8217;s all, I guess. Globally, what Nabiullina is trying to pull off is Luddism, the struggle against technology and technical progress. Luddism is doomed.</em>”</p>
