Democratic Senator Ruben Gallego spoke recently at the 2026 Wyoming Blockchain Symposium in Jackson Hole. The invitation-only event, hosted by SALT and Kraken, drew some of the most influential voices in digital asset policy. Gallego’s remarks drew notice across the crypto industry.

The GENIUS Act as a Reference Point
Gallego’s confidence comes from what he saw with the GENIUS Act. He noted that early predictions about the stablecoin bill were grim. Critics doubted Democrats would support it in meaningful numbers. The final result told a different story. “Imagine you’re going to end up getting 19 Democrats to vote for it,” Gallego said. “People said you could barely get this over the top.”
He credited bipartisan effort for that outcome. He said both sides chose to keep working through the tension. “We decided to get back in there, touch gloves, and keep going,” he said. The GENIUS Act passed as a result, and Gallego believes the same approach can work again.
Gallego’s Role in the CLARITY Act
Gallego has been one of the most important figures in CLARITY Act negotiations. He is one of only two Democrats who voted the bill out of committee. That makes him a critical vote for reaching the 60-vote threshold the Senate requires.
He has worked closely with Republican Senator Thom Tillis on compromise ethics language. The two submitted proposals to the White House before the August recess. Gallego said the responses came back incomplete or weaker than what was offered. He has continued pushing for stronger ethics rules as a condition of his support.

He told the crowd in Wyoming that certain political factions want the bill to fail. “There are certain elements of politics that would love not to land this plane to make this a political issue, both on the left and on the right,” he said.
What Comes Next?
Senate Majority Leader John Thune confirmed the chamber delayed its vote. The CLARITY Act is scheduled to come up when the Senate returns from recess in September. Gallego warned that a rushed vote before they conclude negotiations could hurt the bill’s long-term prospects. He remains active in negotiations and says he wants to see the bill pass.
