Crypto commentator Digital Asset Investor (@digitalassetbuy) covered a developing situation around the CLARITY Act, a piece of legislation that could reshape the regulatory environment for digital assets in the U.S.
The bill has drawn support from some of the world’s most powerful financial institutions, with Goldman Sachs CEO David Solomon and Fidelity both urging the Senate to pass it.
The Struggle for Votes
The bill currently has 51 confirmed yes votes, and needs 9 Democratic Senators to meet the 60-vote threshold. Patrick Witt, a key advocate working on the legislation, acknowledged Senate Majority Leader John Thune’s comment that the bill wouldn’t pass before August but pushed back on the pessimism. “I’m slightly more optimistic that we can move this forward,” Witt said.
He noted that waiting for 10 Democrats to commit publicly in advance is unrealistic: “That’s not how Democrats have negotiated throughout this entire bill.”

Democrats Are Running the Same Playbook
Digital Asset Investor identified a familiar pattern. The same senators raising concerns about the CLARITY Act raised nearly identical concerns about the Genius Act before ultimately voting for it. Senator Gallego, now vocal in his opposition, previously asked for more time during the Genius Act negotiations before the bill passed. They create drama, demand concessions, then vote yes.
Thune has committed to bringing the bill to a floor vote, and Anthony Scaramucci stated, “If it gets to the floor, it’s going to pass.” He noted that younger Democrats won’t want to run against the crypto industry in the next election cycle. Former Congressman Patrick McHenry also stated, “It’s sort of when, not if.”
Why XRP Hasn’t Moved Yet
Analyst Lark Davis explained the price disconnect. Early XRP holders who waited years are now selling into the institutional buying that ETF inflows bring. New money enters while old money exits, keeping the price flat. Davis says that capital builds a structural floor beneath the market, and this distribution pattern has historically preceded major moves.

An October Signal Is Flashing
He also shared data from BankXRP showing XRP exchange activity is dropping fast. Binance deposits and withdrawals fell from $650K in June to $350K now. The same cooling pattern appeared before XRP’s October 2025 run. Mike Novogratz independently noted that the four-year crypto cycle historically kicks back in October.
XRP also now ranks 4th in the real-world assets tokenization league table, with $4.1 billion in tokenized assets on the XRP Ledger. Ethereum sits at 10th. That positioning, combined with legislative momentum and tightening exchange supply, is what Digital Asset Investor sees building quietly behind the price.
