CLARITY Act Update for XRP Holders: Here’s What Senate Democrats Just Did

Senate Minority Leader Chuck Schumer is convening a Democratic caucus meeting Sunday evening to discuss the CLARITY Act. The meeting comes directly ahead of Tuesday’s key procedural vote on the landmark crypto market structure bill.

Politico’s Jasper Goodman broke the story on September 13, citing two people who know the matter. Crypto commentator AshCrypto (@AshCrypto) shared the Politico Pro report, highlighting why the moment is significant for the crypto community.

What the Meeting Covers

About a dozen Democrats have spent months negotiating the CLARITY Act. Three buckets of unresolved issues remain heading into tonight’s meeting. The most prominent is the ethics provision, which Democrats want to use to limit President Trump’s ability to profit from his family’s crypto ventures. Trump met with advisers on Friday, September 11, to discuss this very issue.

Republicans have urged Democrats to advance the bill to the floor and continue negotiating from there. Senator Cynthia Lummis recently highlighted the amendments and compromises made for the Democrats and asked them to vote for the bill they helped build.

Tonight’s caucus meeting gives Democrats the chance to align before Tuesday’s vote. As Goodman noted, “Caucus calls are common ahead of big floor votes.”

The Vote on Tuesday

The cloture vote is scheduled for Tuesday afternoon at approximately 2:15 PM ET. It requires 60 votes. Republicans hold 53 seats, which means at least seven Democrats must vote yes for the bill to advance. A successful cloture vote opens the floor to formal debate. It does not pass the bill outright.

Senator Lummis released an updated 630-page substitute on September 10 that incorporates over 114 provisions requested by Democratic colleagues. The updated text adds CFTC registration requirements for non-decentralized protocols and expands credit union authority to deal in crypto. The ethics section remains unchanged in that version.

Congressional reporter Steven Dennis said 7 to 10 Democrats are willing to vote for the bill. That number meets the 60-vote threshold if all 53 Republicans vote yes.

What Comes Next?

Tonight’s meeting is where Democrats decide their collective position before they go on record Tuesday. The window for passing the CLARITY Act in 2026 is narrow. Lummis has warned that a failed vote could push the next opportunity to 2030.

Tuesday’s cloture vote is the first public test of whether the months of negotiation have produced enough Democratic support to move the bill forward.
