CLARITY Act Update for XRP Holders: Sen. Tim Scott Drops Major Statement

As lawmakers approach the August recess deadline, momentum is building around the CLARITY Act. The bill has spent over a year in negotiation, and Coindesk recently shared a video that renewed the hope of market participants. Senator Tim Scott added his voice to a growing chorus of senators pushing for a vote before the chamber leaves Washington.

Scott Expects a Vote

Scott spoke to Maria Bartiromo on Fox Business and delivered a confident assessment of the bill’s timeline. “We should have the first vote before we leave without any question,” he said. He confirmed that Senate leadership can schedule the vote and that there is no procedural barrier stopping it from happening before recess begins.

Scott also indicated that lawmakers may remain in session longer than many expect. “We’ll be here longer than just the next two days,” he said. “We might be here much longer.” He cited consumer protection and American innovation as the core reasons the bill deserves urgent action.

Alignment Is Strengthening

Scott pointed to growing Republican unity behind the legislation. “Republicans are coalescing and that’s great news,” he said, adding that strong Republican support creates pressure for Democrats to follow. The CLARITY Act needs 60 votes to pass the Senate. It currently holds 51 confirmed votes, with 7 to 10 Democrats signaling potential support.

Scott joins Senators Cynthia Lummis and John Kennedy in calling for immediate action. Lummis, chairwoman of the Senate Digital Assets Subcommittee, said the Senate would push through the weekend to complete votes on several bills, including CLARITY. Kennedy called the current moment critical, warning that passing the August deadline would shift the odds against the bill.

Warren Holds a Different View

Not every senator shares Scott’s confidence. Senator Elizabeth Warren stated that Congress has not resolved concerns around corruption, consumer protection, national security, and economic protection. Until those issues are addressed, she said she does not see how either party moves forward on the bill. Some observers have noted that a vote could slip to September or later.

What Comes Next?

Senate recess begins August 10. Scott’s comments suggest the chamber has both the time and the will to act before then. The CLARITY Act passed the House in 2025 and cleared the Senate Banking Committee in May. A floor vote would put every senator on the record and mark the furthest the bill has advanced since its introduction.
