The Executive’s Statement
Shirzad confirmed direct contact with Senate Majority Leader John Thune’s office. He said the Majority Leader’s “commitment to getting the Clarity Act done before August remains.” CNBC recently reported that Thune plans to bring the bill to a floor vote before the recess. Shirzad described the bill as “ready for final action.”
The CLARITY Act passed the House with a strong bipartisan vote. 78 Democrats joined every Republican to send the market structure bill to the Senate. The latest draft included roughly 70 pages of additions on the law enforcement side and multiple pages of consumer protection. Shirzad said almost all of those additions reflected Democratic priorities. According to him, “This bill is an extraordinarily bipartisan piece of work.”
The Recess Deadline
The Senate heads into August recess on August 8. Shirzad acknowledged that Thune expressed some skepticism about clearing his full legislative queue before recess. Still, Shirzad maintained that the CLARITY Act holds a different status among the items on that list.
His message was optimistic. He said he is “hopeful” the vote happens and expressed confidence that passing the bill before recess would give the Senate an important bipartisan win. A Monday vote would leave several days before recess as a buffer, giving negotiators room for any final adjustments that are needed.
