Update for XRP Holders: Circle CEO Is Certain That CLARITY Act Will Pass. Here’s why

Crypto commentator JackTheRippler expects the CLARITY Act to pass despite its recent failed cloture vote.

He based his view on Circle CEO Jeremy Allaire’s comparison between the CLARITY Act and the GENIUS Act, which also failed a cloture vote before lawmakers later passed it. Allaire’s comments offer a recent example of how Congress can continue legislative efforts after an initial setback.

Jeremy Allaire Points To GENIUS Act Precedent

Allaire discussed the CLARITY Act during an appearance on CNBC’s Squawk Box. He compared the current situation with the earlier legislative process surrounding the GENIUS Act.

“If you remember, like the Genius Act, it failed cloture vote too, right?” Allaire said. “And it was like, oh my God, what are we going to do? And then weeks later, it passed.”

Allaire did not confirm that lawmakers will pass the CLARITY Act. Instead, he said the outcome remains uncertain as lawmakers work through the remaining issues.

“We don’t really know what’s going to happen here,” Allaire said. He then explained that lawmakers may still need to resolve “one or two very important but small issues.”

JackTheRippler used Allaire’s comparison to support his own expectation that the CLARITY Act will eventually pass. He described Allaire as “absolutely right” and connected the current situation to the GENIUS Act’s earlier cloture setback.

Allaire Outlines The GENIUS Act’s Role

Allaire also discussed the broader significance of the GENIUS Act for Circle and the digital asset sector. He said the legislation has established federal rules for digital dollars and will take effect within months.

“From our perspective, though, we have settled federal law,” Allaire said. “We have the Genius Act.”

He added that blockchain-based digital dollars now operate within a federally regulated framework and form part of the global financial system.

Allaire also pointed to progress on rules for digital asset markets and the use of digital assets by banks and capital markets firms. He said companies continue to progress digital asset initiatives in the United States and other countries.

XRP Community Watches CLARITY Act Developments

JackTheRippler’s tweet also linked the legislation to XRP, stating that the GENIUS Act remains “basically worthless without the CLARITY Act.” His post reflects his view that the two pieces of legislation serve different roles within the broader digital asset regulatory framework.

RIPPLE LORD said the GENIUS Act precedent deserves attention because a failed cloture vote does not automatically end the legislative process. XRP HERALD made a similar point, saying the failed vote represents a pause and that lawmakers can bring the bill back.

For now, Allaire has acknowledged uncertainty around the CLARITY Act while pointing to the GENIUS Act as an example of legislation that continued after an initial cloture failure. JackTheRippler expects the CLARITY Act to follow a similar path as lawmakers address the remaining issues.
