The world is paying attention to the crypto market. Not because a bill passed or a regulator gave a green light.

Crypto researcher SMQKE (@SMQKEDQG) made a bold statement, saying, “XRP doesn’t need the CLARITY Act.” He believes that the utility is already there, already working, and already proven. SMQKE also noted that XRP does not need an oil crisis to prove its utility.

The CLARITY Act Debate

The CLARITY Act has occupied significant space in crypto conversations this year. The legislation aims to establish a federal framework that classifies digital assets and defines oversight boundaries between the SEC and CFTC.

Supporters argue it gives institutions the green light they need. One community member argued that institutions need the CLARITY Act “to increase confidence in the ecosystem,” adding that it “signals to the institutions that crypto is safe, used, and here to stay.”

That perspective has merit. But SMQKE’s point cuts in a different direction. Ripple CEO Brad Garlinghouse has stated publicly that XRP already has regulatory clarity, secured through Ripple’s legal battle with the SEC. The court’s ruling established that XRP is not a security when sold to retail investors on public exchanges. XRP’s regulatory status is settled.

SMQKE’s argument goes further. Regulatory clarity is one thing. Utility is another. XRP was built to move value across borders quickly and at low cost. That function does not depend on Washington. It exists regardless of what any act of Congress does or does not say.

The Oil Crisis Connection

The global oil crisis has reshaped financial conditions in 2026. War in the Middle East effectively shut down the Strait of Hormuz, triggering the largest oil supply disruption in recorded history. Some in the XRP community see a deeper signal in that disruption. If traditional rails face stress, the need for an alternative grows.

One community member responded to SMQKE’s post, stating, “They are causing an oil crisis for a reason.” He suggested that the oil crisis could lead to a new global monetary system.

XRP’s design targets exactly the kind of cross-border settlement that becomes expensive and unreliable when global trade faces disruption. Higher friction in traditional systems creates a measurable case for faster, cheaper alternatives.

Why the Market Will Move

SMQKE’s observation points to something the data reflects. The crypto market is not waiting for legislative resolution. It does not require an energy crisis to manufacture demand.

The XRP Ledger processes transactions. Ripple’s partnerships with major financial institutions continue to expand. Legislation can reinforce confidence, but the utility is active and operational.

Dan Morehead, the chief financial officer and founder of the first United States institutional asset management firm, Pantera Capital, and former Tiger Management Head of Macro Trading, believes that the bear market is over.

Amid the recent SEC attacks on several crypto companies and projects including Kraken exchange and Paxos-issued stablecoin (BUSD), the earliest hedge and venture funds founder is confident the next bull cycle is here. 

In a recent Newsletter titled ‘The Seventh Bull Cycle,’ Dan Morehead alongside two other crypto and blockchain technology experts Ryan Barney, and Sehaj Singh, shared their bullish expectations for the crypto market. 

Ryan Barney, a senior investment associate at Pantera reflected on centralized finance and software in the newsletter. According to him, 2023 will be the year for rebuilding trust in centralized finance (CeFi). Recall that trust for CEXes dropped drastically last year following the failure many of them recorded, including FTX. 

Analyzing the bitcoin (BTC) price cycle, Pantera Capital CFO disclosed that the hedge fund has invested through four crypto winters already. More so, Morehead added that in the last 12 years, BTC price has been in a secular uptrend of 2.3x annually. 

Hence, the firm which has roughly $4.1 billion worth of assets under its management at press time, and has been investing through the six bear cycles, believes the seventh bull cycle is here. 

Pantera Capital’s founder wrote: 

“Pantera has been through 10 years of Bitcoin cycles, and I’ve traded through 35 years of similar cycles. I believe that blockchain assets have seen the lows and that we’re in the next bull market cycle – regardless of what happens in the interest-rate-sensitive asset classes.

“The decline from November 2021 to November 2022 was the median of the typical cycle. This is the only bear market to more than completely wipe out the previous bull market. In this case, giving back 136% of the previous rally…

“I think we’re done with that and beginning to grind higher.  I believe that blockchain assets have seen the lows and that we’re in the next bull market cycle – regardless of what happens in the interest-rate-sensitive asset classes.

“That would be the seventh bull cycle, after six bear cycles. (Pantera’s been investing through twelve of the thirteen moves.”

Mike Novogratz, the CEO of the crypto investment company Galaxy Digital, has recently predicted that the next bull cycle of Bitcoin (BTC), the largest cryptocurrency by market cap, could start in the fourth quarter of 2022.

Novogratz shared this opinion at the Consensus 2022 conference in Austin, Texas. According to the billionaire investor, Bitcoin (BTC) is not going to trade well until the Federal Reserve takes a break.

As reported by CoinDesk, Novogratz also stated that the flagship cryptocurrency would bottom before the United States equity markets.

Mike Novogratz noted:

“My hope is that by the fourth quarter, the economy will be slowing enough that the Fed says we are going to pause, and then you will see the next crypto cycle start. Then Bitcoin will break from equities and lead markets… Rates are going to 5% in the U.S. I hope crypto can decouple.”

He furthered by urging investors to “fight the impulse to be so greedy” so as to successfully navigate the bull market when it finally arrives.

The former hedge fund manager cited the collapsed LUNA as an example. He said investors who bought LUNA early saw returns up to 300 times their initial investment, which is an unrealistic expectation if the current state of the market is put into consideration.

He said, “When ecosystems go real fast, there’s a reason for it. Know what you are investing in. You don’t get 18% for free.”

Meanwhile, Novogratz had stated that the continuous drop in the prices of digital currencies can be attributed to the market’s reaction to the United States Federal Reserve’s stimulus withdrawal.
