<h2><strong>Ripple CEO Made the Case in 2019</strong></h2>
<p>Back in October 2019, Garlinghouse was already addressing the volatility objection that banks raise against crypto. His response was built on simple arithmetic. “When you do a SWIFT transaction, the average transaction, let&#8217;s just say, is three days. That&#8217;s 270,000 seconds,” he told the audience.</p>
<p>He then compared that exposure window to an XRP <a href="https://timestabloid.com/ripple-ceo-tells-banker-for-xrp-a-settlement-happens-in-3-seconds/">transaction completing in 3-4 seconds</a>. Multiply 270,000 seconds of exposure in a low-volatility asset against 3 seconds in a high-volatility one, and XRP produces less total volatility risk.</p>
<h2><strong>The Hedging Factor</strong></h2>
<p>With a traditional fiat transaction settling over two to three days, a counterparty absorbs and prices that currency risk on your behalf. XRP removes that equation entirely.</p>
<p>“With XRP, it&#8217;s happening so fast you don&#8217;t really need to hedge it because you&#8217;re in and out of it in a few seconds,” Garlinghouse said; No multi-day exposure window. The transaction completes before volatility becomes a meaningful variable.</p>

<p>In the video Amelie shared, Garlinghouse acknowledged the <a href="https://timestabloid.com/sec-is-about-to-approve-xrp-spot-etfs-heres-what-sec-and-cftc-just-did/">SEC-CFTC joint statement</a> as “truly groundbreaking,” calling it an end to what he described as “an era of lawfare against this industry.” But he was direct about its limits. Without legislation, he argued, nothing is permanent. A future administration could install leadership hostile to crypto and reverse course without any congressional input.</p>
<p>He also connected the CLARITY Act to politics. Being anti-crypto, he said, “doesn&#8217;t get you any votes,” pointing to voter education efforts in recent election cycles as evidence that the industry has real political weight. His tone on the legislation was measured but still optimistic.</p>
<p>He acknowledged his confidence had tempered, but cited a belief shared by Washington insiders he trusts: “When people are at their peak frustration, that&#8217;s when they finally compromise, and it gets done.”</p>
<h2><strong>Why the CLARITY Act Is Stalled</strong></h2>
<p>That compromise has proven difficult to reach. The CLARITY Act <a href="https://timestabloid.com/what-xrp-expects-as-clarity-act-is-officially-added-to-the-senate-legislative-calendar/">sat on the Senate Legislative Calendar</a> as July 4, 2026, passed with no floor vote scheduled. Disputes still block the Democratic votes required to clear the 60-vote filibuster threshold.</p>
<p>The central sticking point is an ethics provision. Trump&#8217;s 2025 financial disclosure showed approximately $1.4 billion in crypto-related income. Democrats have demanded <a href="https://timestabloid.com/clarity-act-update-for-xrp-holders-how-trump-action-stalls-passage-in-the-senate/">enforceable conflict-of-interest language covering government officials&#8217; crypto holdings</a>.</p>

<p>The CLARITY Act would write those classifications into law and make them durable across administrations. For XRP, the stakes are clear. <h2><strong>The Lawsuit That Nearly Ended Ripple</strong></h2>
<p>During the interview, Garlinghouse said the government&#8217;s resources felt limitless once the SEC came after Ripple. He and co-founder Chris Larsen considered a stark alternative to fighting the case. Ripple <a href="https://timestabloid.com/xrpscan-confirms-amount-left-in-xrp-escrow-after-ripples-latest-action/">holds a large amount of XRP</a>. The company could have distributed it to shareholders on a pro-rata basis and shut down.</p>

<p>“Ripple&#8217;s gone,” is how Garlinghouse put it, describing that scenario. He called that path the easier one. Hundreds of employees would have lost their jobs. Garlinghouse said that outcome felt wrong to him, even though walking away carried less risk than staying in the fight. He described the decision as difficult and said it wasn&#8217;t obvious at the time that fighting was the right call.</p>
<p><a href="https://timestabloid.com/ripple-v-sec-case-lasted-longer-than-every-other-sec-crypto-lawsuit/">The legal battle lasted four years</a>, and Ripple spent $150 million on legal bills before the case concluded in the company&#8217;s favor. Garlinghouse criticized the SEC&#8217;s approach, saying he met with regulators multiple times without lawyers present to seek clear guidance, only to be hit with a lawsuit alleging XRP was an unregistered security.</p>
<p>Ripple ultimately fought the case to protect jobs and, in Garlinghouse&#8217;s view, to set a precedent for the wider U.S. crypto industry.</p>
<h2><strong>A New Chapter With His Alma Mater</strong></h2>
<p>The interview came days after Ripple and Kansas Athletics announced a <a href="https://timestabloid.com/ripple-ceo-has-fresh-big-news-for-xrp-holders/">multi-year jersey patch partnership</a>. An XRP logo will now appear on uniforms across every Kansas sports team, including football and basketball. Kansas Athletics called it the first cryptocurrency sponsorship on a major college athletics program&#8217;s jersey.</p>

<p>Garlinghouse positioned XRP within this framework through concrete business results. He described XRP as Ripple&#8217;s core technology asset, built around payments and the speed and efficiency of its blockchain for institutional use.</p>
<p>He noted that Ripple cleared $16 trillion in payments and prime brokerage activity last year, partly through acquisitions. However, close to 0% of that volume moved through a digital asset.</p>
<p>Garlinghouse sees that gap as an opportunity.
