XRP’s supply is fixed at 100 billion, and all of it was pre‑mined at its inception.  Because there is no new minting, its tokenomics benefit from structural scarcity. On top of that, a small amount of XRP is burned with every transaction on the XRP Ledger. 

Bitwise’s model relies on this scarcity. As more capital flows in via the ETF, the limited supply becomes a strategic lever for upward price pressure. Hougan framed it simply: when more people can buy a finite asset in a regulated way, that is “very positive.”
