The image is artificial. One commenter noted that the Digital Asset Market CLARITY Act carries the bill number H.R. 3633, not H.R. 3191. H.R. 3191 is a separate bill.
The CLARITY Act and Its Purpose
The CLARITY Act is designed to establish a clear regulatory framework for digital assets in the U.S. It will define which assets fall under SEC jurisdiction and which fall under the CFTC. The bill cleared the House in 2025 and advanced through Senate Banking in May 2026.
