Crypto commentator X Finance Bull has identified September 15 as a potentially important date for XRP, XLM and HBAR, urging investors to understand the CLARITY Act before the Senate’s next procedural test.
In a tweet, the commentator shared a common regulatory position for the three digital assets and the growing institutional activity around their respective networks.
Federal Digital Commodity Classification Highlighted
X Finance Bull said XRP, XLM and HBAR have a significant regulatory connection that investors may be overlooking. According to the post, the SEC and CFTC identified all three assets as examples of “digital commodities” in March 2026.
The commentator said this distinction matters because the three assets are not approaching the CLARITY Act while regulators determine their classification. Instead, he believes the agencies have already placed them in the commodity category, while Congress is now working on legislation that would establish the broader U.S. market structure for digital commodities.
He pointed to the House passage of the CLARITY Act by a 294–134 vote, including support from 78 Democrats, as well as the Senate Banking Committee’s 15–9 vote advancing its legislation. X Finance Bull identified September 15 at 2:15 p.m. ET as the next procedural test.

Institutional Activity Across XRP, XLM and HBAR
The post then examined the financial infrastructure developing around each network.
For XRP, X Finance Bull highlighted institutional payments, RLUSD, tokenized assets, custody infrastructure, and developing lending and collateral markets connected to the XRP Ledger.
He also referenced BNY’s involvement with RLUSD reserves and collaborations involving DBS, Franklin Templeton and Ripple around tokenized funds on the XRP Ledger. He further pointed to Aviva Investors’ work with Ripple and noted that XRP can serve as an auto-bridge between assets when it provides better liquidity.
The commentator also highlighted Stellar’s activity, citing more than $3 billion in real-world assets, over 10.7 million active accounts and $11.4 billion in stablecoin transfers during the second quarter. He referenced Franklin Templeton’s BENJI fund on Stellar, DTCC’s plans involving Stellar, and testing involving U.S. Bank, PwC, and the Stellar Development Foundation.
For Hedera, X Finance Bull cited more than 100 tokenized assets and over $300 million in tokenized value through Archax. He also referenced institutions including State Street, Fidelity International, Legal & General and Aberdeen, alongside tokenized collateral activity involving Lloyds Banking Group.

September 15 and October 27 Take Center Stage
X Finance Bull ultimately said the CLARITY Act could give banks clearer rules for activities involving payments, lending, custody and trading, as infrastructure is already being developed across the three networks.
He also pointed to October 27 and Ripple Swell, highlighting the presence or involvement of institutions such as Canary, DBS, State Street, PwC, Robinhood, BNY and Aviva.
The post concluded that September 15 could prove more significant for XRP, XLM and HBAR than the market currently expects.
