Keanu Reeves starred in Johnny Mnemonic, a cyberpunk film based on William Gibson’s short story. The movie follows a data courier who carries sensitive information inside a brain implant and is set in 2021.

A post about activity on the XRP Ledger has drawn a sharp response from Ripple’s former Chief Technology Officer David Schwartz, who questioned whether a high volume of low-value transactions should be viewed as evidence of a weak blockchain.

The exchange followed an X post from @ScamDetective5, who cited data about XRP Ledger activity in August 2026. The post claimed that 793 accounts were responsible for 93% of transactions on the network during the month and described those accounts as bots and spammers.

ScamDetective also claimed that less than 1% of XRPL activity represented real human payments and said the situation had remained unchanged for eight years. The post concluded by calling the XRP Ledger a “Ghost chain.”

The accompanying Bitquery data provides additional figures on the network. It says the XRP Ledger has processed 5.06 billion transactions since 2013. For August 2026, it reports that 793 accounts generated 93.2% of the network’s traffic.

The data also estimates that only 0.80% of the traffic represented human-scale payments. It further says nearly half of active accounts sent a single transaction before stopping, while the median account held 12 XRP.

David Schwartz Questions the Criticism

David Schwartz challenged the conclusion drawn from the transaction figures.

DeFi Protocols Face Registration Requirements

The updated text requires non-decentralized DeFi protocols to register with the Commodity Futures Trading Commission. This change mirrors Section 10301 of the Banking Committee portion of the bill. It signals a move to bring semi-centralized DeFi operations into a formal regulatory structure rather than leaving their status ambiguous.

The distinction between decentralized and non-decentralized protocols is important. Fully decentralized protocols do not face this requirement. Non-decentralized ones do.

Tribes Get a Response on Prediction Markets

The second change limits DeFi provisions to spot or cash digital commodity transactions. This revision targets a concern raised by tribal gaming groups about blockchain-based prediction markets.

Tribal organizations had argued that the CLARITY Act could allow prediction market platforms to operate like state-regulated casinos without following the same rules. The Indian Gaming Association took an active position against the bill on those grounds. The updated text limits DeFi coverage to spot and cash transactions.

Credit Unions Get Explicit Authority

The third change clarifies credit unions’ authority to deal in cryptocurrency. Credit unions had sought statutory clarity before engaging with digital assets. The updated text provides that clarity directly.

What This Means for September 15

The September 15 cloture vote requires 60 votes to advance the bill. All 53 Senate Republicans are expected to vote yes. Seven Democratic votes remain necessary.

The updated text does not change the ethics provisions. That section was the central sticking point for several Senate Democrats, including Senators Alsobrooks, Gallego, and Warner, who said the bill falls short on ethics and consumer protections.

The Cloture Vote Approaches

Treasury Secretary Scott Bessent has urged the Senate to agree to a motion to proceed. He warned that failure to act “would send a troubling signal to our allies and adversaries alike that America is unwilling to lead on the future of digital assets.”

House Financial Services Chairman French Hill said lawmakers have made major progress and believes the votes could be there. The September 15 vote will confirm whether that confidence holds.

XRP has spent recent weeks consolidating near a critical price level. Levi Rietveld, crypto enthusiast and founder of Crypto Crusaders, shared a 4-hour chart and a clear outlook. “$1.35 is holding,” he wrote, “and a reclaim of $1.40 could send XRP toward $1.45 to $1.50 fast.”

The current price sits at $1.3485. That places XRP directly at the support level Rietveld identified as significant. He believes XRP is loading the next move, and wrote, ‘XRP could absolutely rip higher!”

The Chart In Focus

The chart tells a clear story across August and September. XRP traded in a tight descending range through early-to-mid August, compressing close to $1. Two key horizontal levels define the chart. A blue line sits at $1.0314, and a red line holds at $1.1228. These levels defined the base from which XRP launched its major move.

Around August 19, XRP broke out massively. The digital asset surged from near $1.05 to a peak approaching $1.70 within days. That move represented a gain of over 60% from the base. The rally then pulled back and began a gradual descent.

Since that peak, XRP has been declining in a controlled fashion. Price moved from the $1.55-$1.60 range down through $1.40 and now rests near $1.35. The dotted horizontal lines on the chart mark several levels of interest across this range, including zones near $1.30 and $1.35 that have acted as reference points during the pullback.

The Level to Watch

Rietveld’s analysis centers on $1.35 as the current key support. Price has held above this level as the chart shows repeated tests without a significant breakdown. He identifies $1.40 as the resistance level XRP needs to reclaim. A move through that level, in his view, opens the path toward $1.45 to $1.50.

The distance from the current price to that target range is approximately 7% to 11%. Given the velocity of XRP’s August rally, Rietveld’s language reflects confidence in the setup.

The Bigger Picture

The chart’s structure supports Rietveld’s thesis. The base built during August’s compression preceded one of XRP’s sharpest moves in months. The current consolidation near $1.35 shares characteristics with that earlier setup.

The $1.40 level is now the line to watch. A decisive reclaim there could confirm the next directional move. Traders have that level on their radar as XRP approaches a decision point.
