CasiTrades stated that XRP’s current “Wave 2 correction” has now reached a 0.854 Fibonacci retracement level, landing almost exactly at $1.16. She described the retracement as deep but noted that it still falls within the acceptable range for a Wave 2 correction under Elliott Wave principles.

According to the analyst, the most important condition for maintaining the current bearish count is that XRP must not establish a new high above $1.20. A move beyond that level would invalidate what she refers to as the “purple bearish scenario” shown on her chart.

The update follows a post on X from four days earlier in which Vet explained that he had initiated an international wire transfer in euros that was supposed to arrive in U.S. dollars.

According to him, the payment became delayed at an intermediary bank, prompting him to request a SWIFT trace to determine where the funds had stalled. He suggested at the time that the transfer was likely waiting for currency conversion between euros and dollars at an international wire desk.

Vet contrasted that experience with the XRP Ledger’s decentralized exchange, stating that a cross-currency payment between EUR and USD on the XRPL could settle within seconds while allowing anyone to verify the transaction at any time without depending on a bank to provide updates.

Protections Written Into the Text

Exchanges cannot use customer funds as their own property. The bill states it is unlawful for any digital commodity exchange that has received customer money, assets, or property to dispose of or use those assets as belonging to the exchange.

Customer property protections are also codified directly into bankruptcy law, meaning if an exchange collapses, customer assets must be distributed accordingly. This is the legal fix that did not exist when FTX collapsed.

Federal agencies cannot prohibit or restrict a U.S. individual from self-custody of digital assets using a self-hosted wallet for any lawful purpose.

Fighting Fraud and Illicit Finance

Digital asset intermediaries must provide educational materials covering how distributed ledger systems work, common risks, differences from traditional markets, and how to recognize and report fraud. Bank Secrecy Act obligations apply across all intermediaries, alongside AML requirements, digital asset kiosk rules, and cybersecurity and sanctions compliance standards.

Covered agencies and designated private sectors can share information on potential illicit finance violations, with specific provisions targeting mixers and tumblers.

Developers Get Protection Too

Non-controlling blockchain developers cannot be treated as money transmitters solely for writing software, providing hardware for self-custody, or maintaining blockchain infrastructure. The bill extends those protections broadly to software developers. Anti-fraud and anti-manipulation authority remains fully intact throughout.

The Ethics Fight

Additionally, the bill addresses the pending ethics concerns. It bans the president, vice president, members of Congress, federal judges, and their spouses from issuing or sponsoring digital assets for compensation while in office. Covered officials must divest crypto holdings or place them in a blind trust.

However, Democrats oppose giving enforcement authority solely to the Department of Justice, which reports directly to the president the provision is meant to restrict. They want state attorneys general to hold that power instead.

Cramer told Bartiromo the situation is improving. “It’s getting a little clearer, the CLARITY Act, as each little issue gets dealt with,” he said. On enforcement, he said movement is happening toward the Department of Justice serving as the primary enforcer. “I think the Democrats would rather have states’ attorneys general,” he said, adding that a fragmented state-level enforcement model would create too inconsistent a framework for the industry.

Five Rejections, Then a Break

The trendline descends from $3.65 in July 2025 toward $0.80 by September 2026. This suggests that XRP would have dropped below $1 if this breakout did not occur. Each marked point shows the asset touching the line before reversing lower. The rejections occurred across July 2025, October 2025 just before a notable flash crash, January 2026, May 2026, and July 2026.

The most recent candle, a green weekly close, broke above that line for the first time in over a year. Marmot’s read on it was clear: “XRP has finally broken out of the downtrend from July 2025. The year-long compression is over.”

The Three-Stage Target Plan

Marmot published a sequential price target plan alongside the chart. The first stage runs from $1.10 to $1.40, then up to $1.80. The second stage pulls back from $1.80 to $1.60 before pushing to $2.20.

The third stage raises the price from $2.20 to $2.80, with a final target of $3.60, and the chart suggests it could move higher. The gray candles projected on the right side of the chart illustrate the anticipated trajectory.

Crypto analyst Ash Crypto (@AshCrypto) posted a chart Tuesday showing that decline has now ended. “XRP just broke out of its 66-day downtrend,” noting that this is bullish for XRP holders.

The chart tells a clear story. A descending trendline connects a sequence of lower highs starting from the May peak near $1.54. Three separate rally attempts, each marked on the chart with yellow arrows, failed at that trendline in early June, mid-June, and early July.

Each rejection came at a lower price than the last. The pattern continued until XRP bottomed just above $1 in late June, testing a key psychological support level before stabilizing.

The June Decline

The sharpest selling pressure arrived in early June. XRP fell from around $1.38 to below $1.10 in a matter of days, a move that extended the downtrend and erased the gains from a brief recovery attempt. Buyers stepped in near $1, but rallies stayed capped below the trendline. That resistance held through three distinct tests over the following weeks.

The Breakout

The structure changed around July 21. XRP pushed above the descending trendline and held. At the time of the chart, the token traded at $1.1361. The white arrow on Ash Crypto’s chart marks the breakout candle above the trendline, a level that had rejected every prior rally attempt since May.

Multiple analysts see July as a potentially important month for XRP. Historically, XRP closed higher on the last day of July in eight out of 13 years, making it one of the best months for XRP in its history.

July still has just under two weeks remaining. Sentiment among analysts has turned constructive following the breakout, with many analysts hoping the asset will repeat history. A successful breakout above the $1.12-$1.18 resistance zone would open the way toward medium-term targets close to $1.60 and maybe higher before the month ends.

Chart Points to Higher Fibonacci Targets
