The market has absorbed the news of the Senate pushing the vote to September, and the price has not collapsed. Aljarrah argues that the current price does not reflect what comes next.
Institutional Capital Is Waiting
Aljarrah says what remains unpriced is “the size of the institutional capital that was waiting for that exact clarity before adding size.” That is the variable the current price does not account for. Regulatory clarity is the trigger, and without it, that capital stays on the sideline.
The CLARITY Act is designed to establish legal distinctions between digital assets classified as commodities and those classified as securities. For institutional players operating under compliance requirements, that clarity lets them allocate capital, and multiple major institutions have publicly supported the bill. The delay until September extends the period those players remain inactive.

XRP currently trades at $1.01. The $1 support level has held for over 600 days through varying market conditions and significant pressure. The asset has not broken down despite the Senate punting the vote, giving Aljarrah’s argument some grounding in the current price action.
At $1.01, XRP shows a market that has priced in the delay. Aljarrah’s post suggests the market has not yet priced in what follows the delay ending.

The Next Window
Senate Majority Leader John Thune confirmed the Senate plans to schedule the vote when lawmakers return from recess. That puts September as the next realistic window. Whether the bipartisan dispute over ethics enforcement gets resolved before then remains the key question.
For XRP, Aljarrah believes the delay does not neutralize the opportunity, and many market participants support his view. The institutional capital he refers to does not disappear with each passing week. The bill’s passage would give those waiting institutions the framework they need to act.
