The SEC Is Already Moving
The SEC’s push for crypto regulation extends beyond the CLARITY Act. On September 1, the agency released a major rule proposal to update its decades-old transfer agent rules to account for blockchain technology and tokenized securities.
The proposal allows transfer agents to use blockchain as the official record of ownership. Atkins has previously stated the SEC will act using its existing authorities if the CLARITY Act stalls, and the agency is already demonstrating that willingness.
Support From Multiple Directions
Senate Majority Leader John Thune filed cloture before the August recess. That move secured the bill its scheduled floor time. The cloture vote is set for September 15 at 2 p.m., confirmed publicly by Senator Cynthia Lummis.

All Eyes On September 15
