Ripple CEO Comments On CLARITY Act About Elizabeth Warren

Ripple CEO Brad Garlinghouse did not hold back at the 2026 Wyoming Blockchain Symposium in Jackson Hole. Speaking at the invitation-only event hosted by SALT and Kraken, he turned his attention to the political opposition that has shadowed the crypto industry for years.

The CEO’s message on Senator Elizabeth Warren was unambiguous. “Elizabeth Warren makes shit up,” he said. “She says stuff about crypto; it’s just not true. It’s provably not true.” Crypto pundit BankXRP drew attention to Garlinghouse’s comment, calling it “quote of the year.”

Warren’s Record

Garlinghouse’s frustration has a concrete basis. Warren has spent months fighting the CLARITY Act on Capitol Hill, calling it “insulting to the American people” and accusing the crypto industry of writing the bill to serve its own interests.

Her staff released a formal analysis calling the bill’s ethics provision “riddled with major loopholes.” She has raised the same concerns- corruption, consumer protection, national security, and economic risk- across multiple pieces of crypto legislation.

She used the same arguments against the GENIUS Act. That bill passed anyway. The CLARITY Act missed its August recess deadline after Senate Majority Leader Thune consumed available floor time with an unrelated bill. The next opportunity for a vote is September.

The Scale Behind the Industry

At the same symposium, during his session titled “Modernizing Financial Infrastructure,” Garlinghouse laid out the operational reality of what Ripple has built. Through its 2025 acquisitions of Hidden Road and G-Treasury, Ripple now touches $16 trillion in annual transactions.

He called that “Visa size.” Only 0.1% of that volume currently settles on-chain. Each 0.1% shift represents $160 billion in new on-chain volume, and growing that percentage is Ripple’s central objective.

He also described a change in the institutional conversation. CFOs and treasurers are now approaching Ripple directly, asking how to put dormant liquidity to work. He drew a clear line between that kind of institutional utility and what he sees as unsustainable activity. “If it’s just speculation or meme coins, that’s not sustainable,” he said.

The Context

Garlinghouse’s comments about Warren land at a crucial moment. The CLARITY Act is stalled and Warren remains one of its most vocal opponents. Garlinghouse leads a company processing $16 trillion in transactions annually, with enterprise clients asking serious operational questions about blockchain infrastructure.

His position is that the gap between what Warren says about crypto and what the industry actually does is not a matter of interpretation. It is, in his words, provably not true.
