The Senate’s final days before recess carry significant weight for the cryptocurrency industry. Crypto pundit BankXRP (@BankXRP) shared a video of Senator John Kennedy demanding a floor vote on the CLARITY Act before lawmakers leave Washington. Kennedy’s message was clear: delay is no longer acceptable.
“If we don’t have a positive vote before the August break, I think the odds shift against us,” Kennedy said. The senator called out what he sees as a pattern of unproductive deliberation.
He described attending countless meetings over the past six months that produced no results. “We gotta vote,” he said. “We need to vote right now, and the American people expect it.”

Kennedy’s Position on Legislation
Kennedy laid out a list of legislative priorities the Senate must complete before leaving Washington. The CLARITY Act sat alongside the Russian sanctions bill, a budget resolution, the confirmation of Todd Blanch, and a continuing resolution to keep the government funded through December 11.
He rejected the idea of waiting for consensus. “If we’re waiting to take those votes to get a consensus, it’s not gonna happen,” Kennedy said. Senator Cynthia Lummis has shared a similar sentiment, arguing that negotiations are enough and the bill is ready.
Kennedy also stated his willingness to remain in session if necessary. He said that if a motion were made to keep the Senate in Washington until the work is complete, he would vote yes.
The State of the Bill
The CLARITY Act passed the Senate Banking Committee in May after clearing the House. It has sat on the Senate Legislative Calendar since June 1 and needs 60 votes to pass. It currently holds 51 confirmed votes, with 7 to 10 Democrats signaling support that could push it over the threshold.
One unresolved dispute has held the bill back. Democrats want state attorneys general to have authority to sue the Department of Justice over ethics enforcement. Republicans and the White House oppose it. Senators Tom Tillis and Ruben Gallego are leading negotiations to find a resolution.

Any deal reached in the Senate still requires President Trump’s approval before the legislation can move forward.
Recess Is Coming Fast
The Senate’s August recess begins August 10. That leaves the chamber just days to act. August 7 is the last scheduled workday before the break. If leadership files a cloture motion today, the earliest a procedural vote could occur is Friday. Unanimous consent would be required to move any faster.
If the Senate does not act before the recess, the next opportunity is September, and it could extend much further with the upcoming midterms and a new Senate.
