XRPL Added To Open Wallet Standard

A post about activity on the XRP Ledger has drawn a sharp response from Ripple’s former Chief Technology Officer David Schwartz, who questioned whether a high volume of low-value transactions should be viewed as evidence of a weak blockchain.

The exchange followed an X post from @ScamDetective5, who cited data about XRP Ledger activity in August 2026. The post claimed that 793 accounts were responsible for 93% of transactions on the network during the month and described those accounts as bots and spammers.

ScamDetective also claimed that less than 1% of XRPL activity represented real human payments and said the situation had remained unchanged for eight years. The post concluded by calling the XRP Ledger a “Ghost chain.”

The accompanying Bitquery data provides additional figures on the network. It says the XRP Ledger has processed 5.06 billion transactions since 2013. For August 2026, it reports that 793 accounts generated 93.2% of the network’s traffic.

The data also estimates that only 0.80% of the traffic represented human-scale payments. It further says nearly half of active accounts sent a single transaction before stopping, while the median account held 12 XRP.

David Schwartz Questions the Criticism

David Schwartz challenged the conclusion drawn from the transaction figures.

Three Amendments Added to the XRP Ledger

Claver identified Credentials, Permissioned Domains, and Permissioned DEX as the three amendments behind what he described as an on-chain compliance layer.

He said Credentials went live on September 4, 2025, followed by Permissioned Domains on February 4, 2026, and Permissioned DEX on February 18, 2026. Claver emphasized that the dates match the ledger close times for each activation, allowing independent verification.

According to his post, each amendment required 80% of trusted validators, or 28 of 35, to support the change for two consecutive weeks before activation.

Claver explained that Credentials allow an issuer to place a signed attestation on-chain confirming that it vouches for an account. The issuer could include a bank, KYC provider, fund administrator, or broker. Private documents such as passports and sanctions checks are outside the ledger, as the resulting credential can be accepted by an account, given an expiration date, or revoked by the issuer.

Permissioned Trading Can Enforce Credentials

Claver said Permissioned Domains build on these credentials, allowing users to create domains with 1 and 10 accepted credentials. A transaction checks the required credential when it executes, and the transaction fails if the account does not meet the domain’s requirements.

The Permissioned DEX extends the system to trading. Claver said XRPL offers can now include a domain ID, meaning an offer associated with a particular domain can execute only against another offer within the same domain.

He also highlighted features designed for regulated financial operations. If a credential expires or gets revoked, open offers associated with that credential can become invalid automatically. Once the credential becomes valid again, qualifying offers can return to the order book. Claver also pointed to hybrid offers that can operate across both permissioned and public liquidity environments.

Claver connected these developments directly to XRP, noting that XRP pays transaction fees on the ledger and that those fees are destroyed. He also said ledger objects require XRP reserves, creating another source of XRP demand as activity increases.

He further highlighted XRPL’s auto-bridging function, arguing that XRP can continue serving as an intermediary between assets within a permissioned domain when it provides the most efficient route.

Claver concluded that the combination of compliance controls, tokenization infrastructure, order books and planned lending functionality could make the XRP Ledger more suitable for regulated financial activity. He referenced Ripple’s comments at Swell in 2023 concerning the importance of identity and custody for institutional adoption, arguing that the infrastructure addressing those requirements is now increasingly present on the ledger.

The Bank for International Settlements (BIS) has tested the XRP Ledger as part of a system designed to verify the authenticity of official statistics files. The experiment focuses on a growing problem in digital data distribution, while XRPL validator Vet has suggested a different way to store the verification proof on the ledger.

The BIS published Working Paper 1374 on September 2, titled “Verifiable official statistics: a blockchain-based approach.” The researchers developed the prototype on XRPL DevNet as a proof of concept under controlled conditions. The work does not represent an XRPL network upgrade or a new product launch.

How The BIS Verification System Works

The prototype addresses the difficulty of confirming whether a statistics file downloaded from an official source matches the original publication. The issue becomes increasingly relevant as automated systems and AI tools consume large amounts of statistical data without direct human review.

The BIS system creates a cryptographic fingerprint of the published files. Researchers hash individual files and combine those hashes into a Merkle tree, producing a single root value that represents the underlying data.

That root is then placed inside the memo field of a Payment transaction on the XRP Ledger. Once the transaction is validated, the information becomes part of the ledger’s transaction history.

Vet explained in his tweet that the published file also contains the anchored root, the ordered Merkle leaves, and a signed verifiable credential. This allows a user to independently reconstruct the Merkle root and determine whether the downloaded file matches the original version.

The BIS reported publication latency of roughly three to five seconds at the median, while verification took approximately one to two seconds. The system uses SDMX, a standard for exchanging statistical data, although the researchers noted that the architecture could also support formats such as XBRL.

Vet Proposes Using An NFT

While reviewing the system, Vet raised a concern about using payment memos for long-term verification.

He pointed out that a memo is attached to a transaction rather than existing as an independent ledger object. As a result, continued access to the proof depends on retaining the relevant transaction history.

Vet proposed using an NFT instead. Under his approach, the file hash could be placed in the NFT’s URI. A user could then hash a downloaded statistics file and compare the result with the hash stored in the NFT. If the two hashes match, the file has not been altered.

Vet’s proposal focuses on how the verification information remains available on the ledger. He noted that NFTs exist as ledger objects and continue across subsequent ledger versions, unlike information contained only within a payment memo.

XRPL Selected For Speed And Low Costs

The BIS selected the XRP Ledger because of its low transaction costs and fast confirmation times. These characteristics matter for systems that need to publish and verify records in real time or near real time.

The researchers also made the reference implementation available through BIS Open Tech. Its documentation describes the system as a tool for publishing and verifying SDMX statistical messages on XRPL DevNet and states that it is not intended for production use.

The experiment is therefore testing XRPL’s ability to support verifiable data infrastructure beyond payment-related applications. Vet’s NFT proposal would change how the proof is stored while preserving the core hashing and Merkle tree process used by the BIS prototype.

The XRP Ledger has reached a major milestone for RLUSD, with the stablecoin’s supply on the network surpassing $1 billion.

XRPL Validator Vet highlighted the development in a tweet, pointing to RLUSD’s growth alongside several other stablecoins already operating on the ledger. Vet wrote that the progress made over the past two years shows how quickly the XRP Ledger’s issued-asset ecosystem is expanding.

RLUSD Supply Crosses $1 Billion

In the tweet, Vet announced that RLUSD had crossed $1 billion in supply on the XRP Ledger. The validator described the milestone as a significant change from the network’s state two years ago.

“Compared to 2y ago this is a night and day difference,” Vet wrote, adding that the XRP Ledger has made “tremendous progress” and that the pace of development is accelerating.

The $1 billion RLUSD supply represents a notable increase in the amount of the stablecoin issued on the XRP Ledger. RLUSD is designed to maintain a stable value relative to the U.S. dollar and has become part of the network’s growing stablecoin infrastructure.

Vet did not present the RLUSD milestone in isolation. Instead, the validator connected it to the broader expansion of issued assets on the XRP Ledger.
