Levi said Armstrong had described the legislation as being on the “finish line,” with a major Senate vote expected the following week. He also cited Coinbase’s reported backup plan if the bill fails to pass, arguing that the push for clearer cryptocurrency regulation would continue regardless of the outcome.

He then outlined several hypothetical price outcomes. If XLM reaches $1, 10,000 tokens would be worth $10,000. At $2, the same holdings would be worth $20,000, while at $5, XLM would be worth $50,000.

These figures represent potential values based on different XLM prices, not guarantees of future performance. Levi used them to explain why he believes holding 10,000 XLM could become significant if the token rallies substantially.

The commentator stressed that this would not represent final passage of the legislation. Instead, it would be a procedural vote that could determine whether the Senate moves the bill forward.

September 15 Becomes a Key Date

X Finance Bull cited comments from Patrick Witt, Executive Director of the Presidential Council of Advisors for Digital Assets, who said the political window for passing the legislation is important.

More than 10 million funded XLM accounts are now recorded on the network, according to crypto enthusiast DooriDoori, who shared updated figures showing how account balances compare across different percentage tiers.

The data also highlights the XLM required to rank among the largest account holders, with 12,274 XLM enough to place an account in the top 1% and 112,541 XLM to join the top 0.1%.

More Than 10 Million Funded Accounts

In a tweet, DooriDoori pointed to changes in the XLM rich list and stated that there are now more than 10 million funded XLM accounts. The post asked followers to consider where their holdings place them within the network.

According to the accompanying data, an account holding 1,400 XLM or more falls within approximately the top 4% of accounts. The threshold rises to 5,003 XLM for the top 2%, while holders with at least 12,274 XLM rank within the top 1%.

The figures rise sharply in the upper tiers. An account needs 112,541 XLM or more to enter the top 0.1%, according to the information shared by DooriDoori.

The attached image, attributed to Stellar Hubble and the Stellar Dashboard, shows approximately 10.874 million accounts on the network as of August 2026. It also states that 519,790 wallets hold at least 1,000 XLM, representing the top 4.78% of the network.

XLM Price Puts the Thresholds Into Perspective

With XLM currently trading at about $0.18, the balance requirements provide a straightforward reference for the value behind each ranking. At that price, 1,400 XLM is worth about $252, while 5,003 XLM is worth roughly $901. Holding 12,274 XLM would correspond to $2,209, while 112,541 XLM would be worth about $20,257.

These values can change as XLM’s market price moves. This means the dollar cost of reaching each balance threshold is not fixed.

DooriDoori’s post focuses on account distribution rather than making a direct price prediction for XLM. The figures rather show how balances are distributed across the network. It also shows holders how to compare their positions with other funded accounts.

Community Reacts to the Updated Figures

Several users responded to the post by focusing on the relatively low XLM balance required to reach the upper account rankings.

NRAP commented that those in the top 1% could become extremely wealthy, reflecting a view that current account rankings could become significant if XLM’s value increases in the future.

Jmoney took a different approach, saying that XLM is currently inexpensive to accumulate and that even a $20 purchase results in a large number of tokens. Another commenter, oDiminish, highlighted the approximately $260 required to hold 1,400 XLM at the current price, describing the amount needed to reach the top 4% as notable.

The updated figures therefore give XLM holders a current reference point for understanding where different balances stand within the network as the number of funded accounts continues to grow.

Levi explained that if XLM were to reach $1, an investor would need one million tokens to hold a portfolio valued at $1 million. He added that if the asset climbed to $3, that requirement would fall to approximately 333,000 tokens. For $5, the required holding would decline further to 200,000 tokens, while a $10 XLM would require ownership of just 100,000 tokens to reach the same portfolio value.

Price Targets Depend on Adoption and Market Growth

Levi stressed that each projected price level carries different expectations for Stellar’s future development and market position.

He noted that a move to $1 would already represent a new all-time high for XLM, as the cryptocurrency has never traded at that level. In his view, reaching that milestone would primarily require a strong bull market supported by the momentum that he believes the asset is already building.

Looking further ahead, Levi said a $3 XLM would imply a market capitalization of roughly $100 billion. He stated that such a valuation would require Stellar to establish itself alongside XRP as one of the leading digital asset networks in the industry.

He argued that a $5 price target would increase XLM’s market capitalization to approximately $170 billion, roughly twice XRP’s current valuation. Levi suggested that achieving that level would depend on Stellar’s reported DTCC tokenization initiative moving into full operation and generating meaningful transaction volume.

For the most ambitious scenario, Levi estimated that a $10 XLM would value the network at around $340 billion. He maintained that such a valuation would require Stellar to evolve into financial infrastructure that governments, institutions, and businesses rely on globally.

In a recent video shared on X, he outlined why he considers XRP the better choice while maintaining a positive outlook on both assets.

The commentator opened by explaining that many investors are deciding whether to increase their exposure to XRP or XLM after seeing comparisons between the two cryptocurrencies.

He noted that both networks support use cases such as cross-border settlements, central bank digital currencies (CBDCs), tokenized real-world assets, custody solutions, and decentralized applications. He also said both projects continue to work with major financial institutions while expanding their ecosystems despite recent market conditions.

XRP’s Higher Growth Potential

Crypto X AiMan stated that he expects both XRP and XLM to reach new all-time highs during the next major market cycle. However, he stated that XRP offers greater upside based on market capitalization comparisons.

He explained that if XRP were to reach Bitcoin’s current market capitalization, its price could increase by approximately 18x, putting it near $20 per token. By comparison, he estimated that if XLM were to grow to XRP’s current market capitalization over the next few years, it could reach nearly $2 per coin, representing roughly a 10-fold increase.

Although he described both opportunities as attractive, he maintained that XRP provides the stronger potential return based on those projections. He added that this difference is one of the main reasons he remains more optimistic about XRP than XLM heading into 2026.

Historical Performance Supports the Preference

The commentator also pointed to historical performance to support his conclusion. He noted that XRP has appreciated roughly 18,340% since its launch, while XLM has gained approximately 6,395% over the same period. In his view, XRP has consistently delivered stronger long-term performance than Stellar.

He also highlighted that XRP achieved a new all-time high during the 2025 bull market, whereas XLM did not surpass its previous peak. He presented this as another factor investors should consider when comparing the two assets.

A UN agency just handed the Stellar network a real mandate. The United Nations Development Programme (UNDP) signed a new agreement with the Stellar Development Foundation to scale blockchain-based digital payments across its global operations.

The timing adds weight to the story. This announcement comes just weeks after DTCC named Stellar the first public blockchain in its multi-chain tokenization strategy back in May.

Between Wall Street’s clearinghouse and a UN development agency both committing to the network within the same stretch of 2026, Stellar’s footprint is expanding across very different corners of the globe at once.

The Product of the Deal

Aid workers in Syria ran a Cash for Work program through Stellar’s network and logged every payment on-chain. That single change pulled distribution costs down from around 10% to just 2%. Haiti offered a tougher test. A payment system built for low connectivity had to keep functioning when the entire cellular network went down during testing.

Speaking on television, the analyst confirmed that XRP is his largest holding and XLM his second. For Xaif, the disclosure validated his belief that these two assets sit at the center of institutional finance’s shift toward tokenization.

The analyst’s conviction ties directly to a specific document. Filed in November 2024 and published in March 2025, DTCC’s patent US20250078162A1 outlines a framework for managing Digital Liquidity Tokens across multiple distributed ledgers.

The patent references both Ripple and Stellar protocol blockchains within its cross-ledger architecture, using them as examples of dissimilar networks between which value can be transferred and settled.

What the Patent Means for XRP

The patent describes a system in which bridge nodes connect dissimilar networks to enable cross-ledger transactions. It uses a transfer from a Stellar DLT system to a Ripple DLT system as a concrete illustrative example of how that architecture functions.

Both assets are the tools named to execute the tokenization process. This is not just a retail commentator speculating on price.

XRP’s Price Has Not Caught Up Yet

The analyst addressed the gap between the two assets. He noted that a recent positive XLM development, driven by the DTCC and Stellar Development Foundation’s May 27, 2026 announcement to integrate tokenized securities on the Stellar network, had moved XLM’s price but left XRP largely unaffected.

In his view, that disconnect does not reflect the underlying reality. Both assets appear in the same patent. Both serve defined roles in the same settlement architecture. XRP remains his largest position precisely because he sees its role as the more significant of the two.

The Bigger Picture

The DTCC confirmed its tokenization service, expected to launch in the second half of 2026, will operate across multiple blockchain ecosystems. Tokenized assets on Stellar are targeted for availability in the first half of 2027. Notably, Ripple Prime has already established integration within the Fixed Income Clearing Corporation, one of DTCC’s key subsidiaries.

Experts have advised investors not to wait for an official announcement before increasing their XRP positions. Those who already waited for XLM have missed out on the rally.
