XRP Included: House Financial Services Committee Advances Strategic Bitcoin Reserve Bill

The U.S. House Financial Services Committee voted 28-21 on September 16 to advance H.R. 8957, the American Reserve Modernization Act of 2026. The bill establishes a Strategic Bitcoin Reserve and a separate U.S. Digital Asset Stockpile within the Treasury Department.

Crypto analyst Diana (@InvestWithD) shared the official Committee Repository record confirming the vote result. This is legislative progress, but it is not yet law. The bill requires a full House floor vote and Senate passage before reaching the President’s desk.

What the Bill Creates

H.R. 8957 creates two distinct government crypto holdings. Bitcoin goes into the Strategic Bitcoin Reserve, where it must be held for at least 20 years. All other digital assets go into the U.S. Digital Asset Stockpile. Federal agencies must report all digital assets they currently hold within 60 days of enactment. The Treasury then takes custody within 30 days after that

The bill requires quarterly public Proof of Reserve reports, making government holdings transparent and auditable.

XRP’s Position in the Stockpile

President Trump publicly named XRP, along with SOL and ADA, when he announced his crypto reserve plans. The executive order he signed in March 2025 gave that announcement its initial legal shape. H.R. 8957 now provides the legislative foundation to make it permanent.

XRP sits within the Digital Asset Stockpile category alongside other non-Bitcoin assets. Government recognition distinguishes XRP from the vast majority of digital assets that receive no such acknowledgment. The bill’s passage through committee marks the first time this has cleared a formal congressional vote.

XRP Earns a Seat at the Table

Congressional recognition of XRP as a strategic asset establishes a credible institutional basis for its long-term relevance. The U.S. government holding XRP in a formal stockpile signals legitimacy that market participants and institutions take seriously.

The bill also prohibits agencies from selling, encumbering, or disposing of digital assets during the inventory and transfer period. That protection applies to all assets heading into the stockpile, including XRP.

The Road Ahead

The committee vote is a significant step. This development comes shortly after the Senate rejected the CLARITY Act. However, full House and Senate approval remains ahead. The timeline for those votes is not yet confirmed. What is confirmed is that H.R. 8957 now moves forward with committee approval, and XRP moves with it.
